I think the question is how much DND would want to retain?
The two buildings on the SW corner of the property belong to the 37 Brigade Group, including their HQ. I suppose DND could give the whole thing up and simply move the brigade HQ to Oromocto, but, this is a reserve unit, and the membership is from the Moncton area. It would make sense to keep at least a rudimentary presence in the city.
There is a pretty large open area to the north, and even if DND kept some of this for a parade and training ground, I think at least 50% of the land could be freed up for a substantial number of low rent apartment buildings.
