Doesn't look that much worse than what I was used to while I was in the area (three years ago now).
The BT/AT contrast ("Before Trudeau" / "After Trudeau") is actually MUCH greater in smaller Quebec cities and in Montreal, than in Vancouver which always had large hordes of homeless.
