AFAIK the problem was the tower having an entrance fee (in order to recoup the cost), and the public understandably not being happy about a free public view turning into a paid private one. Nothing's stopping another City Council or Parks Board from bringing it up again... but since Ken Sim and ABC want everything new in the city to turn a profit, it's probably not these ones.
You still have a free view of the trees and the tops of the mountains.

This seems like the most recent brainstorm session on the loss of view.
