Sure, e-scooters are fun for some, and certainly more enviro-friendly than a motor vehicle, but "active" they are not.

Entirely power-assisted e-bikes and scooters are not allowed. Not sure how you would have an entirely power assisted scooter...are they not always 'kickable' and therefore would be allowed? Nubs on fat wheels bikes doing 30k blasting their tunes pisses me off ... and powered unicycle dude blasting through even faster too. In 3 years of doing about 50 km a day on the paths I've seen 'enforcement' one time.
