These buildings have been in a very poor shape for much longer than you think. I remember in the mid 90s, befor any redevelopment was in the air, the whole block was even worse than it is today. The Spectrum was maybe opened, but nearby buildings were burnt down and punks were the king of the place. This area never really took off.
As for the restaurant, the building was built somewhere in the 70s ( it doesn't have any great facade behind the aluminium wall).
I respect your opinion, but I think that with the current project, and let's suppose a new bar/lounge/restaurant on the first floor of the renovated Blumenthal building, this part of downtown will be much more interesting and lively than it ever was.
