Yes. If you look at the link I added above, there's a bit more detail in the Courier story. Here's a summary of some of the approved scheme - although the City now have to negotiate with CN and other stakeholders, and try to secure funds.
"The traffic-calming measures adopted by council Wednesday included:
That Prior-Venables be downgraded to a “collector street,” with a 30 km/h speed limit near Strathcona Park.
That staff implement an experiment to reduce traffic volumes and speeds on Prior-Venables that could include all-day parking on both sides of the street and temporary curb bulges.
That staff monitor travel time and reliability for transit and emergency services, “short-cutting” on local streets and traffic and safety impacts on other neighbourhoods and arterial routes.
Restrict the route to one traffic lane in each direction."
It means the 22 bus will continue to serve the neighbourhood along Prior Street. Another factor on making a decision now, is that the hospital can obtain construction bids knowing where the road connections and network will be - delaying a decision could have slowed that down, and cost more.
