That's not really the perfect time either. Right after the 2016 season ends, they will likely just be finishing up the new stadium transfer process for season tickets (notifying season ticket holders where their new spots are, and taking deposits for their seats for the next year - apparently it's the largest transition that has been undertaken in Canada), and then that immediately ramps up into season ticket renewal season, for which the "early bird" payment time runs to December or so, then you have the other things in my post above.
The "perfect time" will likely be a week after single tickets go on sale (mid-June). By that time, seat improvement is done, season tickets are distributed, the initial rush to get single tickets is over, and a couple weeks before the 2017 regular season begins.
