Also despite what you think, it does cost money to build a wall around the site and erect 4 large billboards. Compared to building a high rise, it's chump change but the materials and the labor to erect all that probably cost over 1,000 bucks.

$1,000 to erect a 10' tall (maybe taller) wooded fence around roughly one-half square block plus artistic design and printing of the four large corner pieces? You're kidding...I hope.
It cost me slightly over $1,000 just to put in approximately 100' of residential fencing along one stretch of my backyard.
That fencing cost well north of $10,000; $20,000; maybe even $30,000. Still small potatoes when compared to their entire construction budget. However, more costly than most construction barriers.
