I think you are implying that the PoMo plan will be greatly revised by the time it's built.
The answer to this is yes and no. As BVictor mentioned, there would be other architects hired to contribute to this, which is wise. However, they have hired Johnson and Lee as the "master architect," which gives them design control over the whole experience in a way. So, I would expect the final thing to look a lot more like this initial vision than Central Station ended up looking like the LaGrange masterplan.
That said, this thing is phased out pretty far in the future. Johnson and Lee might not even exist at that point in time. It also gives people time to come to their senses.

I thought that was really rather tragic. There is a difference between NIMBYs and people who are wondering about their futures. There were many, many seniors in the room who were literally wondering where and how they were going to relocate. Many people were furious. One of these was a man who had lived there for 48 years; many others had similar records. The wonderful woman who sat next to me had lived there for 38 years. She was very frightened when the thing started, but when she saw the timeline she was relieved, telling me "Well, I won't be here [alive] any longer at that point."
The company has offered free assistance to people who need to move due to demolitions, but the financial aspect of moving is only a fraction of the issue when you are elderly.
Other reactions were mixed. Some people really liked the way it looked. Others seemed to really enjoy where they lived at present and felt like this was a huge disgrace. The majority of people in the room seemed uncomfortable about their futures, given rent increases etc, and a lack of comparable places to live in that budget within the city.
