I'm not sure what the technical answer is but they haven't even started marketing for the second tower so it could be "on hold" for years due to the current market and nearby competition (Peshtigo, etc.).
There are some other things I've noticed that Steely might want to change on the front page:
HOM/ Aristocrat Tower - Crain's article pretty much shows it's dead (and the websites don't work anymore)
1260 West Madison has already been lowered to 11 floors and even that is having difficulty with approvals.
5649 N. Sheridan (the Andrew) - from
Inside, it seems like Beitler is backing out of the deal so this one
may be dead.
1111 N. Halsted - haven't heard anything about this one lately, which leads me to believe this one is not happening. Anyone know for sure (Emporis?)?

Rokas Tower = 2020 (rendering posted above)
Avalon = 2100
Leland Park = Pure2o, as someone mentioned before
9 West Erie also needs to be added
