Homeowners urge council not to sell land near Southgate Centre

EDMONTON - A spokesman for homeowners near Southgate Centre is urging city council not to sell a strip of land along 111th Street to the mall.

"Don't sell it, because you'll need that land some time in the future," Alex Khan of the Malmo Plains community said in an interview Monday.

The strip of city-owned land, currently leased to the mall for parking, runs north and south of the Southgate transit centre and goes around the centre on the east.

Font: ****Khan said the land could be used for a bike path, or perhaps some public service such as a day-care centre or library, in coming years.

Council is to vote today on the sale of the land in a private meeting. Khan said he thinks the sale will be approved.

One councillor who will vote against the sale is Michael Phair.

"With both the LRT going in and this being a major intersection of Whitemud Drive and 111th Street, we need to keep any land we have," said Phair. "Particularly when we try to think 40 or 50 years into the future."

Keeping the land for future road expansion makes sense, he said.

Ward councillor Bryan Anderson won't fight the sale. He said he's been assured by transportation planners that even when Edmonton's southwest is fully developed, 111th Street will be able to handle the traffic.

"It'll be a heck of a lot more congested, but the road capacity is still capable of handling the traffic that's projected," he said.

Anderson suspects Malmo residents are more worried about Southgate's plans for expansion than about the land sale. Southgate plans to build an addition on the west side of the existing mall, and is seeking a zoning change that will allow wider uses of the site.

Anderson said people are mainly concerned that the Southgate expansion not include noisy bars or late-night liquor sales or bright signs, and he'll work to ensure none of that happens. Current plans call for a couple of upscale restaurants in the addition, he said.

Anderson said what's being sold are "slivers of land." He thinks in future it will be possible to negotiate with Southgate owners Ivanhoe Cambridge to put a larger park-and-ride area or bike lockers on the Southgate parking lot.

Anderson and his fellow Ward 5 councillor, Mike Nickel, fought this fall to prevent the city from expropriating homes in Malmo to build a park-and-ride structure to serve the new LRT station at Southgate.

The expropriation option came up after talks between the city and Ivanhoe Cambridge about a parking structure on Southgate land collapsed. Council has now decided to forego park-and-ride at the Southgate station.

CENTURY PARK UNITS SELLING FAST

EDMONTON - Century Park sold 80 per cent of 140 available units Saturday when it opened sales of Phase Two of its condominium project on the former Heritage Mall site.

"We sold six of the remaining 28 units Sunday and we expect to be sold out by next weekend," said spokeswoman Taylor Stokes.

Font: ****She had predicted a one-day sell-out, as happened with Phase One in September but insisted Monday that "we're very happy" with the result.

"People took the time to choose the unit that they really wanted," she said. "It was less chaotic than last time."

Construction of Phase Two will start in three months, with completion in the fall of 2008. Century Park Phase Three probably will be sold in the spring of 2007.

school lots is actually a rather large announcement if you think about it.....progressive and unique. It helps address a HUGE problem right now and will create a few more pockets of density in some rather low usage land areas.

i say that qualifies as a big one.

I agree with home owners to a certain extent and these developments should have a requirement to match exterior requirements of other places nearby...I dont want a 5 storey PP beside my $400,000 house...

A plan to sell surplus school sites to first-time homebuyers came under fire today from residents worried about their property values and upset there wasn’t any public consultation.

Under a deal reached last week by the city, local school districts and the province, 20 pieces of land around Edmonton once set aside for schools will sprout condos and townhomes.

The proposal could add up to 1,000 new housing units to older neighbourhoods, with construction expected to start in 2008 at three to five locations.

“I know it sounds elitist, but we have worked long and hard to buy what we have here.”

Brookview Community Association treasurer John Anderson objected to the lack of discussion before the scheme was announced.

However, councillors voted 12-1 in favour of the first two readings of bylaws needed to enact a program Mayor Stephen Mandel said will help the “forgotten” first-time home buyers who are having a hard time in Edmonton’s hot real-estate market.

Only Coun. Mike Nickel was opposed. He wants more public consultation, is concerned the city will hold a second mortgage on the lots, and doesn’t think the school boards should share in the profits from selling what he sees as city property.

“This is an extortion scheme … we’re basically paying for a scheme to get our own land back.”

Final reading of the bylaws won’t be held for at least two weeks. City officials are holding a meeting Thursday night to give 60-80 community league executives information about the program.

A 16-storey office tower has been proposed for the northwest corner of 111th Street and Jasper Avenue — in Oliver, across from the old General Hospital.

The glass-walled structure would be owned by Canterra Developments Corp. which also is rebuilding the 10-storey building immediately to the west.

Murray Brown, owner and president of Canterra, said Tuesday that he hopes to have all needed approvals within six months. But Coun. Jane Batty said the proposed 250 underground parking stalls would be insufficient: “Oliver has parking issues, and we have to protect the community.” The building would be only three blocks from the Corona LRT station, Brown said.

And Stantec Inc., in a letter to neighbouring residents on behalf of Canterra, said parking “will be provided in accordance with the requirements for the downtown area directly to the east.”

But the side streets of Oliver, west of 109th Street, already are crammed with cars, Batty said. “We need to survey available parking, and meet with the community and Mr. Brown to resolve this.”

The site now is occupied by a one-storey building housing a Servus Credit Union branch. It will be demolished when the lease expires in February, Brown said.

The land is zoned for commercial office use. But Canterra will apply for a rezoning to permit the 175,000 square foot structure with main-floor retail space.

It would be the same height as the apartment building immediately to the east, Brown said. “Once people realize that, it should not be unacceptable.”

He won’t say when he hopes to start construction: “We’ll take it one step at a time.”

The new building, at 11100 Jasper Avenue, would be connected by a pedway to Canterra’s almost-rebuilt 178,000-square-foot, 10-storey building at 11150 Jasper Avenue. This would create combined floor plates of 28,000 square feet which, Brown said, should enhance the appeal to prospective tenants.

No tenants have been signed to either building.

The new building, like the almost-complete building, will be clad in dark blue glass.

On the north side of Jasper Avenue, Canterra Developments also owns Canterra Suites at 110th Street and Canterra Shopping Centre at 109th Street.
