New submarine jobs raise housing concerns in Halifax

When Canada chose German company ThyssenKrupp Marine Systems (TKMS) to build up to 12 new submarines, it also opened the door for Halifax, with its strong naval tradition, to experience an employment boom over the next decade.

“I’ve been using the phrase tens of thousands of jobs,” said Halifax Mayor Andy Fillmore, describing the number of Halifax-based workers he expects to be involved in the submarine program.

For starters, a massive submarine facility will need to be built.

A branch of the Canadian military is expected to grow significantly with the federal government ready to sign a new contract with German submarine builder TKMS.

Delivery of the first four submarines is expected by 2034.

“This is a transformational project for our skilled trades professionals,” says Alison Casey, executive director of the mainland Nova Scotia Building Trades Council.

Canada’s decision to choose German company Thyssenkrupp Marine Systems (TKMS) to build up to 12 new submarines is a clear message to the rest of the world about Canada’s approach to defence, according to naval analyst and researcher Ken Hansen.

“It says we are serious, and we are coming,” said Hansen, who is a retired commander with the Royal Canadian Navy.

Halifax will play a vital role in Canada’s submarine strategy going forward, Hansen added. Prime Minister Mark Carney announced on Monday that the partnership will create well over a 100,000 well-paying jobs across the country and Hansen said more than half will be in Halifax.

As Ottawa inches closer to deciding who will supply the navy’s next fleet of submarines, both the benefits and challenges involved in replacing Canada’s four rusting antiques are coming to the surface.

While the industrial benefits from the submarine project will start to flow once contract details are hammered out, experts say major questions still need to be answered about long-term maintenance and staffing of the complex war machines.

Both qualified bidders offered multiple partnerships with Canadian companies in their heated, high-stakes race for the multi-billion dollar contract to manufacture up to 12 submarines.

A few different global economic shifts have advantaged Halifax in the last few years compared to the 2010s and earlier. It's a very strategic location with an established defence industry so Canada finally getting up to its promised range of NATO spending is a huge plus.

I tend to think that there has been a kind of up-shift to higher growth and that the city will be better known and considered more important, even though the population is smaller. It has hit some degree of critical mass and will be considered more by default for corporate investment, people thinking about where to move, etc.
