There would be an observation deck open to the public on the 2 top floors (43 and 44), that I didn't know.
Here's a set of pictures from up there if you're curious.
I guess it will be open to customers of the hotel/ bar/ restaurant in there.

well then the one good thing is this will have spectactular views of the city that are open to the public.

Opponents to the project made fun of it with memes of a Star Wars imperial destroyer that would cast its creepy shadow over the city.
In fact, it'd rather make me think of this.

Yeah, it's better to have an observation deck open to anybody up there. I guess it makes it appear a bit less dystopian.
