This is my concern as well, London.

I share your optimism but i worry that this could turn out have the same issues that were present in the OG Penn's Landing but just in a nicer package. There were plenty of times we experienced sketchy/uncomfortable stuff that happened down there with an absence of a mitigating presence (cops, etc.). Packs of teens can do whatever they want and sometimes choose the wrong way.

I'd love to know the plan they have in mind to make this a pleasant, safe, hassle-free experience or just a way nicer place for people to get screwed with in. lol.

I have no concern about that. DRWC is one of the best things to ever happen to Philly. They maintain the rest of their properties super well. I'd argue that they need to be more selfish with corporate sponsorship and events. Cherry Street pier should have DJs, concerts, weddings, etc. anything to generate more revenue to maintain.

Programming is what will fund the upkeep of the new park. The IBX winterfest and summerfest are huge money makers. They should have included docks and boat slips in the new park. Missed opportunity IMO.

Is an observation deck open to the public planned for the top floor of this building?

While buildings are specifically still proposed for this site, there is no official tower designs yet. So there's no answer for that yet...but hopefully! That would be nice to look down at the Ben Franklin Bridge from a few blocks away, and of course the skyline to the west
