It sounds like at least one of the four buildings must be finished or close to it.

Making some progress.

So building C has underground parking?

Man lumber framed balcony slabs kind of freak me out. I wonder how viable they will be after 30/40 years.

The more recent site plan, posted here, does appear to show underground parking ramps for all four buildings, consistent with the above images. Since the original proposal, it appears that they have also changed the footprint of Building C, and added a park next to it. There's still a crapload of surface parking though. Maybe people used to shopping at big box malls expect this now?
