Updated proposal (Sept 2024)
A previous Zoning By-law Amendment application was submitted to the City of Ottawa in 2019 to develop a 20-storey residential building. The proposal included 141 dwellings, 161 automobile parking spaces, 158 bicycle parking spaces, and 1,860 square metres of amenity space. The Zoning By-law Amendment was approved on August 22, 2019 at Planning Committee. The approved amended zoning for the subject property was TM[2851]-h S400. The holding provision required a Section 37 agreement to be registered and paid prior to releasing the holding zone.
In the interim between the approval of the previous development application and the requested Zoning By-law Amendment and Site Plan Control applications the Planning Act, Provincial Policy (Planning) Statement, Official Plan, and Secondary Plan have been updated. Consequently, the planning policy that regulates development on the subject property has evolved over time to provide opportunities for greater levels of intensification than what has been approved.
The present proposal looks to add an additional two-storeys in height, as well as increase the podium from three-storeys to four-storeys and increase the number of dwellings from 140 to 244 dwelling units. The Client is also considering the allocation of some bachelor and one-bedroom units as affordable housing units. However, final proportions are yet to be determined.
The most prominent alterations to the design include:
- Increasing the podium height to four storeys along Clifton Road to reflect the new Official Plan.
- Enclosing the parking garage access ramp within the architectural language of the podium.
- Providing ground level, street oriented units with accompanying terraces and landscaping along Clifton Road.
- Adjusting the proportion of the podium to accommodate a more square exterior amenity space in the South-West corner of the site.
- Increasing the percentage of landscaped area on the site.
- Adjusting the level 22 plate to eliminate a stepped effect along all facades at the rooftop level.
- Increasing the provided bicycle parking stalls to 245.
- Decreasing the number of floors of below grade parking and number of parking stalls to 91.
- Increasing the number of residential units to 244.
- Providing a commercial/retail unit along Scott Street (+/- 2,098 sq.ft., 195 sq.m.).
