Montgomery County’s rapid residential growth continues as home sales launch at an 840-home master-planned community near Conroe, the Signorelli Co. recently announced.

The first residents are beginning to move into Cielo, which spans 256-acres at 10505 Airport Road in Montgomery County. The community is just outside of Conroe city limits near the Gene Campbell Sports Park, according to Signorelli.

Model homes are now open in the community, where phase one is expected to have 368 homes, Signorelli said.

Homebuilders, including CastleRock, Rauch Coleman Homes and Brightland Homes, are offering several single-family floor plans from 1,248 to 2,817 square feet, or about two to five bedrooms. Home prices range from about $219,000 to nearly $330,000, although one homebuilder hasn’t announced pricing yet.

While Memorial Hermann Sugar Land Hospital makes headway on a $231 million expansion, hospital officials said they hope their neonatal investment will help the hospital's future bid for a higher statewide designation.

In a nutshell

The expansion, which kicked off last April, will almost double the hospital’s number of beds and provide more services for the growing region, said Matt Kelly, vice president of operations for Memorial Hermann Sugar Land Hospital.

“The whole vision of this project is to elevate Sugar Land to become a more comprehensive and complex care community hospital,” he said. “We want to be able to keep our patients in this community, in their community and not have them travel downtown for those higher level services.”

The details


Upon completion in late 2026, the hospital will include:
Roughly 120 more beds, bringing the hospital’s bed capacity to about 300
A third medical plaza with five stories
A six-story parking garage with more than 1,000 additional spots
A seven-story north tower with new medical, surgical and universal beds
An expanded neonatal intensive care unit, general ICU and emergency room
Enhanced operating rooms
Renovated existing spaces
Medical Plaza 3 and the parking garage are set to finish by early July and December, respectively, Kelly said. A third catheter lab will also open in December.

Until the parking garage opens, hospital visitors can use complimentary valet at the hospital's entrances to "minimize that headache" for patients, Kelly said.

"Their experience starts when they step foot on campus, and we want that to be the best experience possible," he said.

PulteGroup Inc. (NYSE: PHM) is developing a 2,500-home community with an active-adult portion outside Sugar Land.

The Atlanta-based homebuilder broke ground last month on 980 acres just south of the intersection of FM 2759 and FM 762 in Fort Bend County.

Of that, 626 acres are for the main Ryehill community, which will have homes built by Pulte and Taylor Morrison. Another 294 acres will include 777 homes built by Pulte's active-adult brand, Del Webb, for people 55 years of age and older. That portion will be called Del Webb Sugar Land at Ryehill.

About 60 acres are reserved for commercial development, Pulte said. The community will also include parks and recreation facilities.

“Ryehill will offer residents a variety of housing options, world-class amenities and a convenient location close to major employers and entertainment destinations,” Lindy Oliva, Houston division president of Pulte Group, said in a statement.

Pulte purchased the land in January. It entered into a developer agreement with the city of Sugar Land for the part of the land that is in the city’s extra-territorial jurisdiction.

As part of the agreement, Pulte will build streets, drainage and utility infrastructure. The agreement also sets up the creation of municipal utility districts to serve the community.

“This agreement provides an opportunity to expand the city’s water and wastewater distribution system, benefiting Sugar Land residents in the area,” Sugar Land Mayor Joe Zimmerman said in a statement. “We are extremely proud of the city representatives' efforts on this project and look forward to our continued partnership with Pulte Group and Taylor Morrison.”

The developer agreement also denotes the community’s minimum lot sizes. Homesites in the Del Webb section will have 40-, 50-, and 65-foot widths. Homes in the rest of Ryehill will have 45- to 60-foot lots. Each house will have a garage for at least two cars.

Pulte is also working with SKLaw, Pape-Dawson Engineers, Oxland Advisors and Wheless Properties for the development.

Pulte has 27 active or future communities across Greater Houston, primarily in the suburbs.

This is the third Del Webb community in Fort Bend County after Del Webb Sweetgrass, just north of Interstate 69 from Ryehill, and Del Webb Fulshear.

The article is by Katie Sloan, "Fidelis Breaks Ground on 105-Acre Mixed-Use Redevelopment of San Jacinto Mall in Metro Houston" published October 10, 2024.

This mall has been dead for years and closed since 2022 so it's nice that it's finally being repurposed. This is a monster construction project to participate in - wish our demolition crew was more local to bid on this - lot's of work to go around. We're based in Lubbock though if you need something here, give Lubbock Demolition Pros a holler.

The community is designed for 906 single-family homes on 40- and 50-foot-wide lots and is set to include an amenity center with a pool, pocket parks with green spaces, several detention ponds, two pickleball courts, a playground and walkable trails throughout.

No builders have been announced yet, but Maple expects model homes to open by next summer. Home prices will likely start around $300,000.

Bellamina is one of several communities under development that Maple calls master-planned villages, which are designed to be smaller and “emphasize a strong sense of community through various amenities and opportunities for involvement.”

Construction of a 210,000-square-foot convention center in Valley Ranch's entertainment district has entered its vertical phase.

The East Montgomery County Improvement District began construction on the $130 million project in late January, nearly three years after the project was first announced. The convention center is part of the next phase of The Signorelli Co.'s Valley Ranch, which focuses on bringing new retail, commerce and entertainment into the 1,400-acre master-planned community.

The project is starting to take shape with walls erected and is still on track for a fall 2026 opening. Construction went vertical in August with the installation of the first tilt-wall panels for the administrative offices, kitchen and maintenance and storage areas north of the facility, according to a news release. Structural steel is in the process of rising in those areas.

Orlando, Florida-based HHCP Architects designed the project, which San Antonio-based general contractor SpawGlass is building.

Excavation for a 813-space parking garage has started.

“It’s exciting to see this project coming together,” Greg Wattson, senior vice president of commercial development for The Woodlands-based Signorelli Co., said in the release. “Each milestone brings us closer to a premier convention venue that will help to shape the future of this community and region by bringing new economic opportunity and adding to the quality of life.”

The convention center's design includes nearly 20,000 square feet of meeting space, a 55,000-square-foot exhibit hall and between 35,000 and 40,000 square feet of lobby areas with outdoor courtyards. Once complete, it will be the seventh-largest convention center in Texas, falling in between Amarillo's Civic Center and Auditorium at 300,000 square feet and Dallas Market Center at 200,000 square feet, according to the Texas Comptroller's office.

A $540 million mixed-use development on Galveston’s west end is getting closer to realization as it is going through the approval process with the city.

Newly named Sachs on the Seawall, a proposed project by Friendswood-based businessman Mohamed Eldawy’s Royal Crown Enterprise LLC, is scheduled for a planned unit development hearing before Galveston’s Planning Commission Sept. 16. The developer is requesting a zoning change from single-family to multifamily residential.

The project is located on a 15-acre tract where Seawall Boulevard turns into Termini-San Luis Pass Road, next to Seahorse Grill and across the road from Diamond Beach Condos.

It is designed to include a 216-room Marriott Renaissance hotel, two condo towers with 150 units, 70,000 square feet of office, restaurant and retail space, and 4 acres of green space and nature preserve. The project could also include 236 apartments across two buildings in its second phase, which would include dedicated workforce units and units for J-1 visa international students.

“It’s to encourage and driving more international folks to the island,” Eldawy said. “We have (the University of Texas Medical Branch) in Galveston, so the goal is to drive … residents to the island.”

The project is designed by Steven Biegel with Round Rock-based Place Designers, who also designed the nearby Diamond on the Beach and Tiara on the Beach condo developments as well as the renovation of Emerald by the Sea on Galveston’s east end, the Sapphire on South Padre Island and Whitecap North Padre Island.

Eldawy has already obtained approval from the Federal Aviation Administration for buildings up to 145 feet tall — translating to 11 stories — due to the property’s proximity to Scholes International Airport. However, the airport has still expressed concerns about how the towers might affect air traffic, city documents show.

“Hopefully we can pass this challenge and agree to make it happen and get to a point that can benefit everyone: the local community, the city for taxes and for us out without being in a position that we change everything and start over for no reason,” Eldawy said.

As developers are scooping up more and more rural land for master-planned communities in Montgomery County, one local family has decided to take development into their own hands.

The Randall family has partnered with The Woodlands-based Rochester Development to build Homeplace, a residential community with an initial 1,000 homes on 446 acres along the southwestern side of FM 2854 — and potentially more.

The family has owned land in and just south of the city of Montgomery near Lake Conroe for generations and grew it to about 2,000 acres. Some of it they have sold to the Montgomery Independent School District, which built Creekside Elementary and Lake Creek High School there.

For the rest, the six-member family has been approached by many developers in recent years, said Will Randall, whose great-grandmother received the initial 500 acres by partition in the early 1900s.

But selling the land, much of which the family uses for farming and recreation, didn’t feel right.

“We've cherished that aspect of our place up there, and it's always been called the home place for us. And our kids have grown up there, and I grew up there,” Randall said. “So now we've been approached by some high-quality developers, but we felt like we really wanted to be involved with it.”

They found Chad Rochester, owner of Rochester Development, about three years ago and felt like it was a fit to develop a community together.

Rochester, who has a civil engineering background, has done residential development for the past decade, including the 925-home Moore Landing near Magnolia.

“We didn't want to embark on doing such a large project without some genuine expertise,” Randall said. “And we felt like Chad could do that and we would be more part of the team than we would have been in a big development company.”

They are contracting Houston-based LJA Engineering as the civil engineer. A landscape architect has not been selected yet.

The city of Jersey Village will soon move forward with its long-awaited project to create a new city hall campus — if voters approve a $21.6 million bond in November.

The project would involve the relocation of its city administration facilities and the addition of community amenities, including classrooms and a gymnasium, into the existing five-building former Champions Forest Baptist Church campus at 16518 Jersey Drive. The project is currently undergoing schematic design work, which will be finished by the end of October, according to Jersey Village City Manager Austin Bleess.

The replacement of the city's administrative offices has been in the works for several years, with this specific design being the second iteration of the project. The first proposal of the new city hall involved building a mixed-use campus on land the city owned on the south side of U.S. Highway 290.

However, the city pivoted into buying five buildings that belonged to the sprawling Champions church campus in December 2024. Jersey Village officials cited the elevated costs of constructing a space from the ground up versus a remodel as the deciding factor to change the plan.

The church will continue to operate nearby in three other existing buildings it kept ownership of under a new name: The Church @ Jersey Village at 16900 Northwest Freeway. Meanwhile, the plans for the vacant land owned by the city were set when Jersey Village sold 11-acres to Houston-based Lovett Industrial in July for $4.27 million. Lovett plans to turn the property into a 163,025-square-foot warehouse. Other parts of that land owned by the city are currently under contract, Bleess said.

Plans for a hotel and convention center in Fort Bend County are coming together.

During a Sept. 25 Rosenberg City Council workshop meeting, county officials presented plans for the Fort Bend County EpiCenter Hotel and Convention Center project. It would expand the existing Fort Bend Epicenter, the $120 million, 230,000-square-foot sports and entertainment venue in Rosenberg that opened in August 2023.

The project includes a full-service hotel with 254 rooms and a connected 70,000-square-foot convention center plus two parking garages with a combined total of more than 2,600 spaces. There would be 1,527 spaces in the west garage and 1,087 in the east garage.

According to a video created by Houston-based architecture firm PBK showing plans for the proposed project, the first phase would be the west garage. Phase 2 includes the hotel components and the east garage. Also included in the video is a third phase showing several retails buildings being added to the property.

Fort Bend County plans to share the costs with a private developer. The county expects to pay approximately $160 million for the parking garages and convention center, while the developer would invest an estimated $75 million to build the hotel, which that company would also own.

However, Fort Bend officials also requested that the city of Rosenberg to contribute its 7% hotel occupancy tax generated from the proposed hotel back to the county for 30 years, which would be the city’s only investment in the project.

“The EpiCenter Hotel and Convention Center Project is expected to enhance the existing Fort Bend EpiCenter facility, spur further development opportunities in the area, and assist in positioning Rosenberg as a regional destination for tourism, conferences and entertainment,” the city said in an announcement.

Rosenberg City Council gave a consensus in favor of moving forward with the project, which will be placed on a future agenda for an official vote, the city said.

The developer of a planned condominium project on Galveston’s west end is moving forward after being denied a planned unit development request.

Galen Dru Kahlenberg bought 3 acres near the western end of Seawall Boulevard in July 2021 to build a luxury condo building on the beach, to be called Solarus.

He spent nearly three years trying to convince the city of Galveston to be granted variances — or deviations from zoning rules — as is common for many new developments. Among other things, Kahlenberg, under his company Clearlake Asset Management LLC, requested variances to building height, density and building setbacks.

The original plan called for 80 units on 10 floors. But after three redesigns; two planning commission hearings; one city council hearing in April 2024, where council members deferred a vote indefinitely; and a zoning board hearing last January that yielded no results, Kahlenberg has given up.

“We decided, ‘Hey, we're not giving anything; we're not taking anything.’ I don't want any favors from anybody anymore, so I'm building to code,” he said. “Now we're not a 10-story building — we're a five-story building. Now, we're not $2 million of additional tax revenue for Galveston — we're $750,000-a-year additional tax revenue. So they blew it. They blew the tax revenue; they blew the project.”

Without needing any exceptions to the building code, Kahlenberg expects to be able to obtain a permit by early next year, start building in the first or second quarter and complete the project within 12 to 14 months. Dune reconstruction will begin in about two weeks, he said.

The good news is that the smaller project cuts the construction cost by a third, now estimated to be around $30 million.

The current design calls for five floors totaling 46 units, ranging from 1,100 to 1,400 square feet, all with terraces and Gulf views. They are combinable for buyers who want a bigger unit. Also planned is a gym and pool area on the first floor with seating and fire pits. The rooftop will include a pickleball and basketball court, miniature golf, children’s play area, lounge area and jacuzzis, Kahlenberg said, adding that he was inspired by the amenity offerings on cruise ships.

Fort Bend County newest “town” has started home sales.

The Signorelli Co.’s 4,700-acre master-planned community Austin Point — the county’s largest since Sienna Plantation, now Sienna, launched in the 1980s — has opened 12 model homes by nine builders in its first phase.

The three-to-five-bedroom homes are being built on 35-to-70-foot-wide lots and range from 1,500 to 4,500 square feet. They are priced from the mid-$200,000 to the $900,000s.

Builders are Ashton Woods, David Weekley Homes, CastleRock Communities, Newmark Homes, Westin Homes, Perry Homes, Beazer Homes, Drees Custom Homes and William David Homes.

The 125-acre first phase will have 421 houses, including front-loaded homes — with garages and driveways in the front of the house — and alley-loaded homes, where the garage is in the back of the house to create a more inviting front of the property.

“Housing diversity is essential for the resilience of every community,” Signorelli Co. CEO Danny Signorelli said in a press release. “Austin Point’s diverse mix of homes and architectural styles creates pathways for people from all stages of life to put down roots here. We’re creating a place where every street tells a slightly different story, but all roads lead to connection and inclusivity.”

Austin Point is located at the intersection of FM 762 and Boothline Road, a few miles south of Interstate 69 and Sugar Land, and at the intersection of the future Grand Parkway and Fort Bend Parkway. The Signorelli Co. is marketing the community as a “master-planned town” due to its emphasis on mixed-use commercial development along with single-family homes.

At build-out, Austin Point is expected to have about 14,000 homes and up to 50,000 residents. Roughly 1,600 acres are set aside for mixed-use commercial development, including 17 million square feet of apartments, retail, office and medical space throughout the community. That includes a walkable downtown area as well as an “innovation zone” with hospitals, technology and life sciences labs, and corporate headquarters.

Construction is already underway on The 1824, a 2.5-acre central park and amenity center with a 2,800-square-foot café and wine bar, beer garden, food truck court, children’s play area, and outdoor fitness and games. It’s slated to open in February.

The second and third phases are in the design phase and could start construction in November, Signorelli previously said. An elementary school in the Lamar Consolidated Independent School District is planned to break ground next year and open in 2027.

The Houston area’s largest health system is planning a new facility in the fast-growing city of Mont Belvieu.

Memorial Hermann Health System filed plans with the Texas Department of Licensing and Regulation in early October for a $9.5 million building at 9525 Edgewood Ave. in Mont Belvieu.

The health system declined to share further specifics about what types of care will be provided but said the investment comes as the area is experiencing “significant and rapid growth.”

“Memorial Hermann is making a strategic investment in response to that growth, honoring our commitment to create personalized and compassionate experiences for all our patients and continue meeting the care needs of the many communities we serve,” a Memorial Hermann spokesperson told the Houston Business Journal. “We are excited to expand our services to Mont Belvieu, providing high-quality, convenient care that benefits the entire family close to home. More details will be available soon.”

According to the locations page on Memorial Hermann's website, the system does not currently have services based in Mont Belvieu or Chambers County, making this new territory for Memorial Hermann.

The information in TDLR filings is preliminary and subject to change.

Memorial Hermann’s filing lists a 51,800-square-foot shell building with a construction timeline beginning Nov. 1 and ending in November 2026. Wycoff Development, which has offices in Houston and Webster, is listed as the design firm.

Meanwhile, Brian Ligon, communications and marketing director for the city of Mont Belvieu, said Memorial Hermann is working on a 7-acre site and confirmed the address.

“It is our understanding that Memorial Hermann will be building an approximately 50,000-square-foot community care facility on that site,” Ligon said. “We are excited to have Memorial Hermann as a part of our community. Having a facility like this in Mont Belvieu will have a positive impact on health care for our residents and those in the surrounding areas.”

A 2,300-home subdivision is planned for northwest of Rosenberg near the Frito Lay facility.

The Rosenberg City Council reviewed and discussed the proposed master-planned residential community during a workshop on Tuesday.

The new neighborhood, to be called The Wenzel Ranch, will be located on three tracts of land totaling approximately 984 acres located north of U.S. Highway 36, south of the Brazos River and east of the Frito-Lay Warehouse.

Because the issue came up during a workshop, no formal council action was taken. However, council members agreed to the development plan.

City planning director Mohamed Bireima outlined the project for the council.

He said the city and the owners of the three tracks entered into a development agreement in 2013, which called for the tracts to remain in the city's extra-territorial jurisdiction and be immune from full annexation and city property tax levy until 2028.

Now the development company wants to extend the 2013 agreement by establishing a strategic partnership agreement with the city to allow the developer to develop the tracts and give the city the right to fully annex the development in the future.

The city's planning commission met in February and discussed the proposal, Bireima said.

The site is currently in the city limits but is included in the city's extra-territorial jurisdiction under the 2013 agreement because it is presently ag-exempt property. That means the city does not receive property tax revenue on the property at this time.

However, if it is developed, the city can incorporate the development and get property tax revenue.

Council members agreed informally on Tuesday to allow the development to remain in the city's ETJ for the immediate future.

Houston-based Land Tejas is planning a massive residential community just west of Magnolia that will include a public lagoon amenity.

The company bought 2,752 acres of land north of FM 1488 along the eastern Waller County line in April 2024 from Woodhaven Interests LLC, owned by local real estate developer Mike Fitzmaurice.

Fitzmaurice previously planned to develop the community — to be called Woodhaven Estates — himself with a partner and handled engineering work, permitting and a development agreement with Waller County that continues to be in place.

While Woodhaven Estates was designed for more than 5,000 homes, Land Tejas now is planning about 7,000 single-family and 1,200 other homes, such as townhomes and apartments, Land Tejas' Harrison Bibb told the Houston Business Journal.

The community will be called Grand Magnolia. It will stretch from FM 1488 up to FM 1774. Bellaire-based Quiddity is the civil engineer, and Florida-based Starwood Land and Houston-based Hines are fee-developing the community's west and east sides, respectively, Bibb said.

Bibb expects the developer to start delivering lots to homebuilders next month. The builders include Lennar, Brightland Homes, Colina Homes,
CastleRock Communities and Long Lake Ltd. Houses will range from about
1,200 to more than 2,500 square feet and be built on 40-to-60-foot-wide lots, Bibb said, though larger lots could be added in future sections. Pricing is expected to range from the high $300,000s to about $450,000.

Detention ponds have already been put in, and streets are currently being constructed for the 500-acre first phase, which entails 1,000 homes, Bibb said, adding that 150 acres are reserved for detention and green space.

Another major health system is launching an expansion of its Katy-area hospital, continuing Houston hospitals’ explosive growth in suburban communities.

Memorial Hermann Health System is investing $282.5 million to expand the hospital at 23900 Katy Freeway. The main component of the expansion is a new eight-story patient tower with additional inpatient beds, imaging services and a rooftop helipad for Memorial Hermann’s Life Flight air ambulance services. Construction is set to begin in late 2026.

Other areas that Memorial Hermann will expand include the pediatric emergency center, surgical services, women’s and children’s services, the laboratory, the pharmacy and multiple support services, including the kitchen and cafeteria. Notably, the Life Flight expansion comes after the system officially unveiled a new Airbus H145 helicopter sponsored by Spring-based Exxon Mobil Corp., and Memorial Hermann Katy will become the system's fourth hospital to host a helipad, according to Federal Aviation Administration data.

"We are proud to announce Memorial Hermann Katy’s third major expansion in recent years,” Jerry Ashworth, senior vice president and CEO of Memorial Hermann Katy Hospital and Memorial Hermann Cypress Hospital, said in a press release. “We are making this strategic investment in response to the phenomenal growth of the greater Katy community along with our ongoing commitment to create personalized and compassionate experiences for our patients.”

The Houston Business Journal reached out to Memorial Hermann for more information on the expansion.

According to the system’s announcement, Memorial Hermann Katy also is finalizing an expansion that adds 100 beds, a third professional office building that is home to TIRR Memorial Hermann Pediatric Outpatient Rehabilitation-Katy, an expanded emergency center and a parking garage. The hospital added the East Tower as an expansion in 2016.
