The only plus for the downtown jail is the expedience of shuttling inmates to court and back. However, a lot of inmates have cases pending in multiple boroughs, so they'd still be shuttled around all over the city and not coming from one centralized location like Rikers.
"Expedience" = a ton of $$$ savings

I don't have the number but I've read that the transportation costs for Rikers to court transportation is enormous. I also don't have the data but I have my doubts a significant percentage are those with simultaneous multi borough court appearances.

They're rebuilding the jail that's already there, same as in the other boroughs.

Vast majority are repeat offenders, a lot of them with multiple cases. There are some outliers with 50+ pending misdemeanor cases, but I'd say a majority have at least 2+. (I don't have the stats).
Since NYC is catch-and-release and even bail is pretty easy to get, inmates rake up multiple cases before they are finally sentenced and sent to prison upstate.

I would like to look at the numbers for Rikers transport. My gut feeling is that the savings on transport would be miniscule, especially compared to DOP budget, which is enormous.

Foundation Work Underway for Massive Brooklyn Jail Project
General contractor, Tutor Perini, is currently constructing the foundation of a large jail facility, soon to rise at 275 Atlantic Avenue in Brooklyn's Boerum Hill neighborhood.

Quote:
Being constructed on the site of the former Brooklyn Detention Facility building (recently demolished), this brand-new jail will come as part of NYC's Borough-Based Jails Program (BBJ Program). The BBJ Program involves the closing and replacement of the city's largest jail, located on Rikers Island in Queens. Rikers Island will be replaced by 4 new jails (one in Manhattan, one in Queens, one in the Bronx, and this one in Brooklyn).
Quote:
Developed by the NYC Department of Design and Construction, and designed by HOK, the structure will stand 22 stories tall, and total over 1 million square feet.

The facility will contain 1,040 beds for men, programmatic elements such as a gymnasium, multi-purpose rooms, and educational and workforce development spaces.

In addition, the facility will provide 30,000 square feet of community facility space, a below-grade tunnel connection to the Kings County Criminal Court building, a secured entry (sally port), and 100 accessory below-grade parking spaces for all staff and service providers.

I think they are counting each cellblock as a "floor" but are actually grouped together 2 or 3 at a time in a single level.

Are there any photos out there of the courthouse tunnel aspect of the project? I haven't been able to find any.

The tunnel was pre-existing. You can see a hole in the soldier pile wall behind the crane in one of those photos of the excavation.

Steel Skeleton for New Brooklyn Jail Reaches Eighth Floor in Boreum Hill
At least two years behind schedule, the borough jail rising on Atlantic Avenue will stand 15 stories and contain 1,040 beds.

The steel structure for the new borough jail has climbed to eight stories. Originally slated to open in 2027 and behind schedule, 275 Atlantic Avenue will stand 15 stories and contain 1,040 beds.

The frame has sprouted up since May, when two shafts — possibly elevators or chases for mechanicals — but nothing else stood above ground. Since the spring, neighbors have complained of noise and construction at all hours.

At last count set to open in 2029, the $3 billion jail will resemble a luxury apartment complex, renderings show. Occupying a whole block, it will tower above the largely 19th century low-rise neighborhoods of Boerum Hill, Cobble Hill, and Brooklyn Heights.

Architecture firm HOK designed large, comfortable spaces inside for visitors and, inspired by nearby brownstones, broke up expanses of the facade with vertical panels in warm brown tones, the firm said at design presentations in 2023. Above the 15th story will be roof decks on the 16th and 17th floors, renderings show.
