It's a combination of affordable, generational stickyness/nostalgia (Tim's *was*, at one point, pretty decent!), and location, location, location!
You can find a Tim's on many corners across Canadian cities. Same can't be said for other chains. That presence results in an easy simple default.
And if all you're getting is a double double with doughnut just to get you going, the taste of all that bad coffee is hidden by sugar/cream, so it doesn't matter.
Real coffee can be found in many other places throughout the peninsula, and people know that, but again, convenience!
