If anyone is interested this is what I ended up going with:
Smartphone unlocked (old htc desire)
Bell tablet flex plan can range from $5 - $10(250mb) - $35(5gigs) month depending on the data you use.
Got my (halifax) online number from
http://voip.ms/ 2.99 a month plus 1/2 cent per minute in and out.
Pros:
It is way cheaper then before.
Voip.ms great service for problem solving
I tether my phone to my computer, avoid another internet bill
I can switch providers to another tablet plan and not switch number
pay as you go
Call Id (didn't choose it but still get it)
Filter out certain countries
No contract.
Cons:
I've had some bad connections, communication was bad (majority have been good)
No 911 (my solution keep the police, fire, and hospital in your favorite #)
No texting (they are working on it)
Not ideal for people with high call volume
You have to keep your data on.
Voip app uses battery (variety of apps to choose from I use CSipSimple)
Bell gives you a dumby number, it still works and you will get charged if you end up using it.
call gets routed to New York and back (Toronto is also available)
All in all I'm happy with the new plan, and do recommend it to people who do not call allot.
