Well that's a way to look at things I guess
I'm certainly not convinced nickel's approach is at all progressive, or that it would do much good for the city economically. Seems like a move to 10-15 years ago to "well we can't do that, it costs money" and "we can't do that, this is Edmonton!".
We've barely recovered from those mentalities as it is.
