CD-1 Text Amendment (March 9, 2020)
The City of Vancouver has received a rezoning application to amend the CD-1 (715) (Comprehensive Development) District at 1649 East Broadway (formerly 1619-1651 East Broadway). The proposed amendment would allow for two additional storeys to accommodate a 12-storey mixed use development with commercial retail space at grade and includes:

124 residential units including 91 market rental units and 23 below-market rental units;
A floor area of 7,301.6 sq. m (78,594 sq. ft.);
A building height of 36.45 m (119.55 ft.);
A floor space ratio (FSR) of 5.0; and
70 underground parking spaces and 217 bicycle spaces.
This application is being considered under the Grandview-Woodland Community Plan and the Below-Market Rental Housing Policy for Rezonings.

Please note: The site is currently approved for a 10-storey mixed-used development with commercial use at-grade and 85 residential units above, comprised of a mixed tenure of secured market rental and strata-titled housing. The original rezoning application submitted in 2017 was approved by Council at Public Hearing on May 22, 2018 and enacted on October 30, 2018. The proposed amendment to CD-1 (715) would add two additional floors and a change to the residential tenure to be 100% rental (with 20% below market rental).

5 FSR is such a waste next to the interchange of 2 transit lines, with a $$$$ new subway soon to be running under this building. For context, development next to Lincoln Station at the ass-end of the Millennium Line (47 minute ride to downtown) is over 7 FSR despite poor soil conditions.

We need the Provincial government to set zoning on transit corridors to ensure transit investment is being properly used to support the development of urban housing. Otherwise we're building all these subways to funnel people into Vancouver from suburban condo towers on 40+ minute standing commutes.

The density score here is beyond pathetic.

For this area, it's baby steps, unfortunately.
Had the city properly taken advantage of the billions of dollars worth of transit infrastructure here, we'd have a second Broadway corridor, but the nimbys had their way to the point that a 12 story building with 124 residential units is a victory in 2020.

It's been the second most important transit corridor in the city since 2001, and how many residential units have been built within a four block radius in that 19 year period? 400?

When the Safeway redevelopment across the street goes through, that's an FSR of ~5.7 with a 21 and 24 floor tower, and that sets a precedent for an FSR of 5-6; the Broadway Plan might allow for even denser. Jameson may or may not wait that long, but assuming they do, 5.5 FSR would get them thirteen floors (one more floor, another twenty units). Take it or leave it.

On another note, the amount of parking appears somewhat excessive, given that the SkyTrain's so close.

I'm excited for the Safeway development, but it seems like it's been in the planning process for over a decade. I haven't heard any news about it going ahead.

Here's a snapshot of the feedback from the referral report. I imagine it will be scheduled to be heard, and have a fairly quiet night, at a public hearing in September.
