Indigenous group, church aim to create 'little village' of affordable housing

A partnership between the First Unitarian Congregation of Ottawa and an Indigenous-led housing corporation will see the construction of around 50 affordable housing units for Indigenous people west of the city core.

The units will be built on a parcel of land currently being used as a parking lot on the church's six-acre Cleary Avenue property and will be owned and operated by Ontario Aboriginal Housing Services (OAHS).

The development is expected to have a mix of single and family units.

Cathy Connor, director of housing development with OAHS, said she hopes the units can go a small way toward addressing the lack of affordable housing for urban Indigenous people.

"The numbers are large for the people that need affordable housing. We could build more units … but it is a start," she said. "You have to start somewhere."

Indigenous reconciliation is a key element of the congregation's social justice work, said Brent Nicolle, president of the congregation's board of directors.

"As we sort of embarked down the path of how can we actually develop our campus in a meaningful way, many people had many different ideas to bring into the groupthink of what would be best," he said.

"Indigenous reconciliation was added to that list of things."

A second building is also slated to be built on the church's campus. At 16 storeys, the building will include a mix of affordable rental units and units priced at market rates.

Nicolle said the affordable units will be part of the church's existing campus, which includes a daycare and a senior's residence. It will also be a short walk from the future Sherbourne LRT station.

Now that the plan for the project has been approved by the congregation, Nicolle said steps are underway to begin construction.

"We really feel that we're going to be building a little village," he said.

That idea inspires the project's name, Odayanhaway, which means little village in Ojibway.

Connor said she's looking forward to working on the project with the congregation, which she said is committed to working toward reconciliation.

"The intent was not to partner with somebody just for the purpose only of building affordable housing," she said. "They truly believe in what they're trying to do to help Indigenous people."

The community has been nothing but welcoming so far, Connor said. She added the feeling of support is greatly appreciated — and can be hard to find.

"We have walked into other municipalities and have had a lot of push back," she said. "Not everybody is as willing and open and honest to be able to work with the needs that we feel we need to bring to our development."

Looking forward to seeing some renderings. Since it tucked away at the back, they could have gone higher, but still a welcomed project.

I like the design and height of the towers, but that seems to be a very car-centric site plan.

In terms of the surface parking, they do need to preserve spaces for the congregation and the daycare, plus add visitor parking spaces. Not sure how much underground parking is planned for the taller tower.

I can understand the surface parking, but the loop is quite wide as well. I could easily be one way to half the width, the parking spots to the right could be angled differently to reduce the asphalt.

Agreed. Love the design; just wish more of the space was dedicated to housing. A lot more can be done with that lot.

The First Unitarian Congregation of Ottawa is proposing to develop a two-building project, named Odayanhaway, at 30 Cleary Avenue.

The first building is approximately 66 units, a 6-storey affordable housing solution that is non-profit owned and managed. The building units will include a range of 1-bed, 2-bed and 2-bed+den units to meet the needs of Ontario Aboriginal Housing Services (OAHS). The building size will be roughly over 11,000 SF in footprint with a gross building area of around 65,400 SF. The building would occupy the North-Western most part of the lands immediately adjacent to the NCC parkway. This would provide OAHS with symbolic connection to the existing green spaces and the Ottawa River.

The second building is a 16-storey market affordable building, aimed at balancing affordability and the desire to create a revenue stream for the Church. The intention for this building is to use the CMHC Rental Construction Financing Initiative program, with most of the units in the building meeting or exceeding CMHC’s definition of affordable housing in Ottawa. This building will provide close to 150 units of various types. This building is currently proposed to be located just North of the River Parkway Childcare Centre and around 14m from the West property line at the podium levels and 16.1m at the tower portion. The building’s area includes a 4-storey podium of around 10,700 SF/ floor in foot print, and tower area of around 8,070 SF / floor. This building will be served by an underground parking garage with around 96 spaces and an additional 10 spaces at grade. Required visitor parking will be provided at various locations at grade, including at an existing gravel area at the Southern end of the property.

With regards to bicycle parking, the project will provide a 1:1 ratio in order to encourage the use of the existing paths and trails in the neighbourhood and along the parkway along the river.

I wonder what the residents of Unitarian house think of this? One of my Mother-in-laws best friends lives there, and she said that the construction for the LRT has been pretty disruptive (though understood as necessary, and the option of LRT public transit is viewed as a positive).

If the developer was smart, they would use a design aesthetic that isn't ultra-modern, and have a robust landscaping architectural plan so that their project compliments the exsisting abutting properties...

I, for the life of me can't find the other proposal for this site, wasn't there supposed to be a 7-25-27 trio on here or something of that sort??? can someone link that?

I don't think so. Are you perhaps thinking of a different project in the area?

Overall, this is a nice project. Hope it goes through quickly. Seeing some nice, dense and varied developments along the Byron tunnel.
