Metropolitan Park casino team unveils plan for 450-unit affordable housing complex in Corona

Queens Future, an LLC formed as part of Mets owner Steve Cohen and Hard Rock International’s push for the Metropolitan Park casino development, and New York-based developer Slate Property Group LLC aims to deliver an affordable housing project consisting of more than 450 units at an existing surface-level parking lot at 54-19 100th St.

The proposed affordable housing development features a Memorandum of Understanding (MOU) that will come into effect as long as the Metropolitan Park project receives one of the three downstate gaming licenses slated to be awarded by the New York Gaming Commission by the end of 2025.

Out of the three NYC casinos: Hard Rock, Resorts World, and Bally's, this Hard Rock casino is by far the best looking.

The other two are uninspiring and devoid of creativity.

Neither are what you would expect for a New York City casino, though they are all nice looking from the inside. But we have to make lemonade from this mess they have served us. SHoP is designing this one, hopefully fine tuning will make up in design what we get with this sprawl.

All three remaining New York City casino proposals were awarded licenses by the state’s Gaming Commission on Monday, officially concluding the years-long competition to break into the region’s huge, untapped gambling market.

Steve Cohen’s Metropolitan Park next to Citi Field, Bally’s in the East Bronx and Resorts World in Jamaica, Queens were each selected for licenses. Each will need to pay the state a $500 million license fee, in addition to their future tax payments.

The outcome had appeared highly likely ever since a separate state board recommended all three for licensure earlier this month, although the same board faulted all three applicants for misleading claims and some overly rosy revenue estimates — creating some uncertainty about whether the commission might reject any of the bids.

Casino gambling could arrive in a matter of months. Resorts World, which already operates a small-scale facility with only electronic gambling, said it plans to start doffering live table games as soon as March 30, 2026 while it separately builds its full $5.5 billion hotel-casino over three to four years.

Metropolitan Park, the largest of the projects with an estimated $8 billion investment, will start construction in January 2026 on the parking lots west of Citi Field, and is projected to open by 2030. Bally’s has given a similar construction timeline for its $4 billion project at Ferry Point Park in Throggs Neck.

The Gaming Location Facility Board also warned that Hard Rock Metropolitan Park, helmed by Mets owner Steve Cohen, had left out several of the $1.75 billion worth of purported benefits it promised to its neighbors in its application.

Those excluded commitments include a food hall, 450 units of fully affordable housing in Corona, as well as the development of a “sky park” to connect Willets Point to Flushing to its east. The park was key to earning the support of State Sen. John Liu (D), who introduced and passed legislation for Hard Rock Metropolitan Park to build on what is designated as parkland after local Sen. Jessica Ramos (D), who represents that piece of land, refused.

The board asked that the commission require the fulfillment of those commitments as a condition to granting Hard Rock Metropolitan Park its license.

Karl Rickett, a Metropolitan Park spokesperson, told THE CITY the project’s backers are committed to carrying out their promises. He said the specific terms were omitted from the application because they would be carried out by other developers under a separate timeline with investment from Metropolitan Park.

Five protestors heckled the commissioners as they voted unanimously to grant Metropolitan Park a 20-year license.

“You chose a billionaire over New Yorkers? Shame on you… Stealing from poor people to make a billionaire more money? You should be ashamed of yourself!” one of the five shouted as protestors headed toward the exit.

“This is not over. We will see you in court,” another added.

Roughly half of the state’s revenue from the three casinos will go to education aid for the public schools throughout the state, while the rest will go to the Metropolitan Transportation Authority.

Once construction is complete, Metropolitan Park will support just over 4,000 full-time jobs with an average salary of $140,000, according to an executive summary document.

In a more recent document, Metropolitan Park claimed the average base hourly wage will be $60.11, a figure that rises to $110.84 with benefits.

MTA hits jackpot, raking in $1.5B in license fees from winning NYC casino bidders

The MTA has hit the $1.5 billion jackpot, thanks to the state collecting massive fees dedicated to mass transit from each from three bidders awarded casino licenses.

Each of the three winning bidders are required to pony up a $500 million upfront license fee for the privilege to operate a casino.

Under state law, the money is redirected to the Metropolitan Transportation Authority to fund the operations of its subway and buses and commuter rail lines.

Mets owner Steve Cohen, in tandem with gaming partner Hard Rock, have delivered the $500 million fee to operate a “Metropolitan Park” casino complex near the team’s ballpark in Willets Point, Queens.

Bally’s also cut a $500 million check for the right to build a casino at the former Trump golf course Ferry Point, in The Bronx.

The combined $1 billion has already landed in MTA coffers, the state Gaming Commission said.

“It’s the largest MetroCard swipe in history,” quipped Bally’s chairman Soo Kim.

Then he corrected himself, noting that the MetroCard has been replaced by the OMNY smart card.

Resorts World, which operates the slots parlor at Aqueduct and won a license to offer live table games, is in the process of delivering another $500 million earmarked for the MTA’s operating budget, bringing the total haul to $1.5 billion.

”Hard Rock Metropolitan Park and Bally’s Bronx have each remitted $500 million for their respective license, which have been transferred to the MTA,” said Gaming Commission spokesman Brad Maione.

“Resorts World New York City is in the process of completing paperwork necessary to make their remittance and committed to making such payment by the statutory deadline of January 15, 2026,” he said.

Transit riders are hitting the jackpot thanks to the historic funding Governor Hochul secured to rescue the MTA from its post-pandemic fiscal cliff. With these investments, millions of riders have better service, record levels of safety, and faster commutes,” a Hochul spokesperson said.

The MTA Financial Plan already assumes license and gaming tax revenues of $500 million in both 2026 and 2027, $600 million in 2028 and $200 million in 2029.
