The site, at 1119 Pacific Street, can now host some 300 housing units.

The Metropolitan Transportation Authority, which owns the property, will release a request for proposals on Tuesday, seeking a buyer for the site, and potentially air rights attached to an adjacent property, to raise revenue for the agency’s capital program.

The agency has used the 30,000-square-foot site as a parking lot since 2009. With the combination of 34,000 square feet of air rights from the adjacent Franklin Avenue Shuttle right-of-way, a nearly 250,000-square-foot development could rise on the site, according to the RFP shared with The Real Deal.

The City Council approved the Atlantic Avenue Mixed-Use Plan, or AAMUP, in May, allowing housing to be built in an area where zoning largely only permitted low-density commercial and industrial use. The estimated 300 housing units proposed for the Pacific Street site would be among the first of the 4,600 homes that could be built thanks to the rezoning. Under the city’s Mandatory Inclusionary Housing program, at least 25 percent of the units at the Pacific Street project must be affordable to those earning, on average 60 percent of the area median income.

”City of Yes and AAMUP are really what made this site ready for development,” Miriam Harris, senior vice president of transit-oriented development at the MTA, said in an interview.

The MTA is accepting proposals for acquiring the Pacific Street site on its own, as well as those that would include the transfer of the air rights. The agency will give preference to proposals that include transit improvements under the city’s Zoning for Transit Accessibility program, which would provide a zoning bonus for the project. Bids are due May 21.

A 30,000 sf footprint. 300 units is a lot, though I feel like they could bump up the numbers for this site. Any public site should be maxed.

This development was made possible thanks to 2025’s Atlantic Avenue Mixed-Use District (AAMUP) rezoning. It will deliver new housing, and aims to deliver critical transit improvements and public realm enhancements to the area.

The offering includes both the lot, at 1119 Pacific Street, and the air rights from the New York City Subway’s adjacent Franklin Avenue Shuttle, creating a larger development opportunity than the lot alone would allow. The site was formerly used as part of New York City Transit’s Atlantic Avenue Cable Shop, which is currently being relocated to a modernized facility at 2016 Pitkin Avenue in East New York, Brooklyn. The Cable Shop itself is being transferred to the City of New York for development as affordable housing, part of a collaborative agreement reached during the AAMUP rezoning.

Thank you to the MTA, New York City officials and all our partners for working together to make this transformative project a reality.”

The MTA is also encouraging respondents to incorporate transit accessibility improvements in proposals in exchange for a density bonus through the Zoning for Accessibility program, as well as a new MTA Arts & Design installation along the Franklin Shuttle wall on the south side of Lefferts Place. Proposals are due in May.

Her request for proposals for 1119 Pacific Street calls for at least 75 of the apartments to be permanently affordable, which would mean 225 market-rate units. That’s your basic Mandatory Inclusionary Housing project, with 25 percent of units income-restricted.

At 5 World Trade Center, activists — and quite a few elected officials — called for a 100 percent affordable skyscraper. Hochul eventually agreed to 33 percent, and eventually the activists went away, but now the project is on hold because even at that level of affordability it might not pencil out.

I’ll be watching the Crown Heights project, which will replace a Metropolitan Transportation Authority facility, to see if anyone objects to 25 percent affordability. I’m betting against it. Times have changed. Unit counts and certainty matter more now.
