Alloy plans to develop former Boys & Girls Club site with housing, new school and retail space

wo years after it bought the former Boys & Girls Club building in Fort Greene, Alloy Development has unveiled its plans to turn the site — and half the block it sits on — into a high-rise mixed-use development with hundreds of apartments and community space spread across three separate buildings.

Working with the city’s Educational Construction Fund and GFB Development, Alloy is seeking to rezone 240 Nassau St. and the neighboring 46 Navy St., currently home to P.S. 287, to make way for the project. The first step of the Uniform Land Use Review Procedure, an environmental review, kicked off on Monday, with public review expected to start in early 2026.

The project would include 1,500 new apartments with 305 affordable units, 95 of which would be set aside for seniors; along with a new 27,000-square-foot community center, a 15,000-square-foot cultural center, and a new school to replace P.S. 287.

Renderings show one high-rise building in place of the current Boys & Girls Club at 240 Nassau St. with the community and cultural centers on the ground floor, and apartments above; plus two buildings on Navy Street in the footprint of the existing school. One of those buildings, at the corner of Navy and Nassau streets, would house the school and retail spaces; the other, a high-rise next door, would include the senior housing as well as other units and retail stores.

“240 Nassau is a transformative, community-driven development that with local stakeholder support, can deliver much-needed affordable and senior housing, a new public school and open space, along with community and cultural facilities,” said Alloy CEO Jared Della Valle, in a statement. “We’re proud to bring a meaningful investment to a community that’s long been underserved and to continue to strengthen Downtown Brooklyn for decades to come.”

The firm is partnering with GFB Development, a real estate firm founded by former Knicks player Taj Gibson and two of his childhood friends Tameek Floyd and Malik Brown in an effort to provide affordable housing and recreational spaces to underserved communities. The trio grew up in nearby Ingersoll Houses, and Floyd and Brown both attended P.S. 287 and were members of the Boys & Girls Club.

“I’m proud to help bring 240 Nassau and a new school to the neighborhood that raised me,” Gibson said in a statement. “The goal is to create an environment where families can thrive and our children are given the tools to be the best they can be. Our future is bright.”

The company said the new community center will replace the Boys & Girls Club, with a new operator to be chosen dependent on community feedback.

Plans for the cultural center are more definite — it is expected to serve as an expansion of the Cultural Museum of African Art’s Eric Edwards Collection, with gallery, educational and research facilities.

.....The existing Boys & Girls Club and school would be demolished as part of the project. Alloy said the Department of Education would work to find interim spaces for students to relocate during construction, and that Alloy would “work with the community to ensure continuation of existing after-school programming.”

The basketball courts behind the Boys & Girls Club and Galconda Park, which sits on the other end of the block, on Gold Street, would remain as-is, renderings show. The project would include 21,000 square feet of new public open space between the two buildings on Navy Street.

Developers expect to finish the ULURP process next year and, if the project is approved, start construction in 2027.

Don’t have the numbers at the top of my head, but this is a very similar project in size and scope to Alloy’s other large Brooklyn project, on the “Alloy Block”. Could be more units here, but with so few spaces to build, it’s exactly what the city should be doing and building.

Although 395 Flatbush is winding its way through ULURP now, this development could actually begin sooner...

Those NYCHA buildings need to be upzoned and redeveloped in increase the amount of affordable housing available.

There is certainly room for more development. When this development is built, there will likely be some spillover demand for development in that particular area. Building on the NYCHA lots is expensive and time consuming (witness the current Chelsea development), but a similar model would probably be cheaper here.

The PS 287 building was built in 1952 and serves students from 3K to 5th Grade. PS 287 has currently less than 100 students enrolled in total. The school is an official International Baccalaureate World School Primary Years Programme (PYP). The building is being shared with Community Roots Charter Middle School.

The new planned school building would have expanding foot print from 78,000 sq ft to 120,000 sq ft for more seats and specialized instruction, and would become a zoned Department of Education elementary school (not a Charter School). The developers plan to close the school building by the end of June 2027 when they begin construction of the new school building. It has not been decided where students will relocated to during construction with the under-enrolled PS 307 nearby being one option.

Alloy plans to build a mix of market rate and affordable housing with ground floor retail spaces. The total amount of residential units would be around 1,500 rental units.

The developers envision the new community center being run by an organization similar to the Madison Square Boys & Girls Club offering after school and summer programming possibly operated by a non-profit like the YMCA

After the team’s preliminary community discussions are complete, they will certify their application with the NYC Dept of City Planning (DCP) to initiate the Uniform Land Use Review Procedure (ULURP) timeline which begins with a formal BKCB2 public hearing and a Full Board vote on collective project recommendations.
