And yet Toronto has a far stronger transit system with greater ridership than almost any North American city. I don't have the data at hand but I believe it's second only to New York and Mexico City.
Toronto's 405 is massive, but it goes through the suburbs and carries through-traffic around the city in addition to local traffic (commuters, etc). Compare to the
New Jersey Turnpike which has a similar collector-distributor layout. Both Toronto and New York have little or no highways running continuously through the city center (the turnpike photo is Elizabeth, NJ - a suburb).
