Well, I base that on a few things: Vancouver has a higher annual rainfall, and lower average temperatures year round.
For example, Seattle's average high in August is 74 F. Vancouver's is 71.
Seattle's average high in December is 46 and Vancouver's is 42.
Our high today is supposed to be 47 F and sunny, yours is supposed to be 46 F and sunny, so right now there's no negligible difference.
Seattle's annual rainfall is 37.1 inches per annum, and Vancouver's is 47 inches. big difference, i think!
