Large-Scale Project To Replace Ironbound Restaurant Stirs Close-Knit Neighborhood

Change is indeed inevitable. A proposed multi-million dollar project could dramatically re-stitch the fabric of Newark's close-knit Ironbound neighborhood. Therefore, it was equally inevitable that a mix of local residents, real estate developers, legal eagles, and community activists descended on Down Neck's Sport Club Português for a public meeting to debate the neighborhood's fate.

"This will be a transformative development for the city, something that the East Ward has never seen in its history," said East Ward Councilman Michael Silva, whose district encompasses the neighborhood. "It could change the entire scope of the Ironbound."

The scope of the proposed project, called Iberia Phase 1 after the beloved restaurant that sat on the property in question, was the focus at the Nov. 8 meeting, which was attended by more than 125 people.

Iberia Phase 1 involves a lot bounded by the Passaic River, as well as Ferry, Prospect, Congress, and Jefferson streets, blocks from the Newark Penn Station transit hub. Four high-rise towers - two 26 stories, two 30 stories - will hold 1,400 residential units, along with an embedded 23,000 square feet of retail space. Part of Congress Street will become a pedestrian-friendly passage, designed to ultimately connect to Riverfront Park. One hundred fifty public parking spaces will be created, as well as 440 residential parking spaces for building tenants.

The range of resident responses included concerns about the potential injection of thousands of new residents into the densely packed neighborhood. The looming strain on the already-taxed infrastructure of schools and sewers amid frequent floods and rampant double parking led locals to speak out.

"Those are lovely pictures. But the Ironbound is a neighborhood of narrow, one-way streets," said Carlos Raimundo, a financial planner. "You're putting 30-story towers and a few thousand people here. You have the gall and the audacity to say look how these towers sit appropriately in our neighborhood. It's a neighborhood of two- or three-story buildings. These towers are out of scale, and it will destroy this neighborhood."

"After the riots, the Ironbound was the gem of Newark. You want to know why? Because people stayed here, and they paid taxes. What are the tax breaks that the city is going to get? This isn't going to do anything for the city, except give us a headache."

"This area is already overcrowded," said Deborah Smith-Gregory, president of the Newark chapter of the NAACP. "To put thousands of people on top of the people who already live here is counterproductive. These pictures are very nice, but have no substance. The height is wrong. If you really want this, pull this down. If you want people to protest, then don't. This community deserves better."

Cheskel Schwimmer, CEO and founder of Chess Builders, developer of the project, countered, stating the project's ambition fits the location along the banks of the Passaic River.

"The current zoning allows this. On other riverfronts, there has been a need for a massive scale," said Schwimmer, whose company has developed large projects in Williamsburg and Long Island City. "We're not necessarily suggesting that type of grand scale. But for the future landscape, we want people to enjoy the views available in that location."

Jennifer Carrillo-Perez, an attorney for the law firm Connell Foley, which represents the developers, believes that Chess is attempting to work with the Ironbound community, not against it.

Newark approves $800M high-rise project with 1,400 apartments

What Chess plans to do through its subsidiary, Iberia II Realty Urban Renewal LLC, is build four skyscrapers in two phases, each of which will include a 26-story tower and one 30 stories tall. The project will have 1,408 apartments, including 313 studios, 517 one-bedroom units, 485 with two bedrooms, and 93 3-bedroom units.

As a requirement of Newark’s inclusionary zoning ordinance, 20% of the units, or 283 of them, will be set aside for people making below the area’s median income and be priced at below-market rates.

Carrillo-Perez said it would likely be a year before the project broke ground, while the project’s engineer, Phillip Scott, a former director of Newark’s engineering department, said completion of the project was “four years out.”

The four rectangular towers will sprout from a four-story base occupying the entire lot. The base will be occupied almost entirely by a parking garage with 620 spaces on five levels, including one underground.

All but 150 spaces will be for tenants, while the rest will be turned over to the Newark Parking Authority for use by the public to help alleviate the Ironbound’s parking shortage, Carrillo-Perez told the board.

This is great. I didn't see anything on anticipated start date.

Location is prime, considering the walking distance to Penn. Newark is an underrated gem and its great to see solid movement with the units. 1400 units is nothing to sneeze about, that is massive for the area!

Newark Grants New Approvals to Four-Tower Ironbound Iberia Development

A sprawling endeavor that represents the largest redevelopment in Newark’s Ironbound section in decades has gotten the green light once again as the former home of Iberia Tavern could be home to a collection of modern high-rises.

The project in question is set to rise on 2.48 acres of land just across from the Passaic River at 450 Market Street. The plans were initially approved by Newark’s Central Planning Board in March of last year.

Designed by Hoboken-based firm MHS Architecture, the two towers of the project facing Market Street would be 30 stories tall, while the high rises on the other side would rise 26 floors. All four towers would be connected to the 5th floor but then continue as standalone structures above that level.

The development includes a total of 1,408 apartments, breaking down as 313 studios, 517 one-bedroom units, 485 two-bedroom units, and 93 three-bedrooms. 1,123 of those residences are set to be market rate, with the remainder being set aside as affordable housing and fully adhering to Newark’s inclusionary housing ordinance.

The Iberia II development, as it is known, will also feature 18,000 square feet of ground-floor retail space and 620 parking spaces, including 150 spaces designed for public use. The project will sport 60,352 square feet of outdoor amenity space consisting of lounge areas and pools on the 5th and 6th floors, plus amenity areas on 27th and 30th levels of the new towers.

Each tower in the complex will feature a green roof, while a stormwater management system to capture runoff and new water mains will be installed as part of the construction. The development will also incorporate a subsurface detention system and roof drain filtration.

The newly approved version of the project included some minor design changes that call for the buildings to be set back four feet, negating the need to some of the variances that were part of the initial application. The project is the first major proposal since the City Council passed a sixth amendment to the Riverfront Redevelopment Plan in 2024 that significantly upzoned the neighborhood. ***
