The environmental regulations have definitely tightened up and presumably the capacity of the channel would also need to be considered. What is the feasibility of raising it via a vertical sheet piling wall and backfilling?

It would be sheet piling, or building it up and away from the current rivers edge.

Capacity of the channel must still be considered in all options. However, IMO it wouldn't really make much of a difference.
