I would assume the two things that are speeding up construction are the lack of a parkade, and the availability of over a billion dollars in federal rental housing funding. I'm not aware of other delays from any 'red tape' on big construction projects once they've started. The delays we see are usually related to financial problems, or supply chain issues, or a last minute design change.

As Vancouver no longer has parking minimums for housing, the provision of parkades in future will purely be a developer's preference, rather than a requirement. Development financing is entirely a different story, especially for market housing. Maybe the falling interest rates will make a difference.

It's probably moot anyway.

They couldn't go that deep for a parkade that close to the waterfront (well,......literally on the waterfront) without tanking their foundation which would have ridicuously ballooned their construction costs.

And these are rentals after all.

Regardless of the elimination of parking minimums, if they had required more parking, most likely the rest of it would have been above grade in a podium parkade structure (Which probably would have worked out fine anyway with most of a potential podium being adjacent to, and overlooking the bridge), rather than below grade.

According to the services agreement:

115 stalls in phase 1 for 1411 units
173 stalls in phase 2 for 1570 units
532 stalls in phase 3 for 1597 units (phase 3 has far more 3br units than any other)
66 stalls in phase 4 for 1502 units

totalling

Creekside Drive changes for construction trucks

You can see the outline of it on Google Maps satellite view when they were removing the contaminated soil. I think if you go in that back lane and peek over the wall you can probably get a good view if your camera is on a pole

From early August it doesn't seem that deep (11:16)

Squamish Nation noise variances are in effect for concrete pour works and Saturday general construction activities to September 19th 2024:

Layout and Set-up activities for concrete pours are permitted to start 45 minutes prior to the overall commencement of construction activities on weekdays and Saturdays. Set-up activities are permitted to occur at 6:45AM on weekdays.
Layout and Set-up activities to occur 45 minutes prior to general construction work. Set-up activities are permitted to occur at 7:15AM on Saturdays.
The Nation has also approved one time noise variances required to raise the height of the cranes on all of the Towers on the following days: September 4th and 5th, 6th and 7th, 18th and 18th.

The crane work will occur between the hours of 7:00AM and 11:59PM.
Setup may take place up to 45 minutes prior the start of construction activities. Setup is comprised of allowing personnel, equipment, and other construction vehicles to enter the site and prepare for construction activities.
General – All Phases
Gate 1 on West 1st and Fir Street remains the primary entrance to the site for construction traffic.
Gate 2 on Chestnut Street is now closed until December 2024 for City of Vancouver Kits Point watermain and cycling infrastructure works.
Creekside Drive will become an alternate secondary site access when work to construct this access is completed over the Summer. The anticipated opening date of the Creekside Access is October 2024.
Construction – Phase 1
Continue below grade concrete works in Phase 1
Tower 1 – Levels 10 – 14 slab pours
Tower 2 – Levels 13-15 slab pours
Tower 3 – Levels 20-23 slab pours
Interior Finishes commence in Tower 3 levels 2-5
Parkade Ramp construction completed
Park Lane below grade Civil Works to commence
Construction – Phase 2
Phase 2 Contaminated Soils Remediation continuing in limited areas.
