If White Rock wasn't so detached from the rest of Vancouver (besides Surrey, of course), it's a place I'd really consider living in. I knew a friend who once lived in White Rock and I stayed with him while visiting Vancouver. It sure is nice down there but man is is ever far from everything. I wouldn't live there just based on that alone.
