I think your right with those houses. I checked on the Salt Lake County Assessor's Map and all four houses are owned by the same land owner. This seems to typically be a bright flashing sign screaming '
redevelopment coming!' Interestingly, the actual corner lot and the large plot of land behind these four houses are owned by UTA (which seems to have a large amount of land banked in the area).
