But with developers, no idea why they always fall short. Its like the projects that are 20 ft shy from a 1000 ft.

Could it be that maybe the FAA is harsher on buildings once they reach a certain range?

Just a hypothetical, but I wonder if they do it based on categories and the risk to aviation/close proximity to flight paths.

Edit: Categories that differ from those height contour maps.

I'd imagine those flight maps that radiate outwards from an airport have something to do with it or it could just be an easy way to not deal with the hassle if they are in a region where 500 or greater might give them issues.
It could also be that developers don't care. We're interested in these height in feet/meter benchmarks. They don't care about spending the extra thousands of dollars to hit that height plateau. A 980-foot building looks pretty much just as tall as a 1000-footer.
