Yes, North Central Regina is a veritable paradise of prosperity. Its frustrating that, amidst all of the chest-thumping and back-slapping, newspaper headline writers keep forgetting that Saskatchewan (and Regina in particular) is home to several of the most disfunctional and impoverished urban neighbourhoods in Canada.
