It looks like a lovely place to watch Navy Pier fireworks in Summertime.

However, I think you are underestimating the tourist presence.

The North Bank of the Chicago River would be directly accessible from Navy Pier without leaving the water, and tourists wouldn't have to compete with bicycles on the most crowded part of the flyover.

I can envision thousands of tourist families with children and elderly using the park as an entrance/exit and rest point. Even though it doesn't have a major attraction.
