Reading was founded in 1748 by Thomas and Richard Penn, sons of William Penn, the founder of Pennsylvania. Reading was named after the Penns' ancestral home in the County of Berks, or Berkshire, England. The city was made the seat of Berks County in 1752.

Berks County became an agricultural and then later a manufacturing center, especially textile and clothing manufacturing. Today this heritage lives on in authentic outlet shopping centers in former industrial buildings. Each year, over 8 million shoppers travel to Reading. It is known as the Outlet Capital of the World.

The Reading metropolitan area consists of Berks County, with a population of over 375,000.
