Duga-3 was used for detecting rocket launches in USA. It was a transmitter for an overhorizon Radar system.
This system caused much jammings in shortwave range in 1970s, which sounded like the knocking of a woodpecker. This gave the structure its nickname.
As the system was secret at those days, it got well-known under the name "Woodpecker".
Since 1989 it is unused. Today the structure is sometimes used by radio amateurs. There are plans to install wind turbines on it.
