The building originally featured a ground floor restaurant with a sunken garden and a spiral staircase with a fountain. The design featured ten floors of office space rising above a four storey podium. The fifth floor had sliding glass doors, leading to a landscaped roof garden above the four storey podium.
The building was designed to support 8 additional floors in a future expansion, but this expansion never happened.
In the 1990's plans called for demolishing this building and replacing it with a taller structure. In 1999, the building was renovated, with a reclad and an expansion to the south.
