Originally constructed in 1974 as the "Teenindusmaja" (House of Services) designed by architect Maimu Kaarnaväli, the building was a Soviet-era monolith. It was completely reconstructed into a hotel in 2004 by developer Vara HTG (Kapitel & Infortar) and architect Meelis Press (Meelis Press Architects). In 2021, the site underwent an €8.6–10 million "nature-tech" renovation by Merko Ehitus and Meelis Press, earning a BREEAM In-Use "Very Good" sustainability certification.
The building's vertical infrastructure is optimized for "4.0 tourism": The basement contains a relaxation center with various saunas and wellness treatments. The ground floor houses the capital's largest hotel lobby a "Living Room" social hub with a library, fireplace, and coworking zones. The 228 seat City Grill House restaurant is a key architectural feature, spanning two floors (Levels 1 and 2) with a charcoal-grill kitchen. Floors 2 through 9 house 324 modern rooms across various categories (Classic, Family, Premium, and Deluxe). The entire 10th floor serves as a high-tech executive event and conference hub with floor-to-ceiling city views and integrated digital meeting technologies. The exterior is noted for its distinctive stainless-steel decorative columns, a signature element of the 2004 redesign that was preserved during the 2021 modernization.
