Construction work was interrupted from 1925 to 1929 for financial reasons.
The building was originally planned as office building for the Belgish military, but later the industrialist Rudolf Lochner took it over.
Construction work started in 1925, but soon stopped for financial reasons. In 1929 the incomplete building was bought by Hochtief, which completed it with modified plans until 1930.
After completion the building is mainly used as municipal office building. Further it housed some shops, a cinema, a restaurant and a wine store.
In 1958 a tower on the roof was erected, which displays with colourful lights how the weather will be on the next day.
