City Plaza 2 is a flagship business complex under construction at the former Estonian Academy of Arts site (Tartu mnt 1, Tallinn). Developed by Estconde Invest and built by Merko Ehitus, construction began in September 2024, with the cornerstone laid in October 2025, and completion set for January 2028.
Designed by Alver Arhitektid, the BREEAM Excellent complex features a 28 story main tower and two smaller wings (6 and 4 stories) totaling 21,000 m² of Class A office space.
A signature architectural feature of the design is its dynamic overhang, where the building volume "steps back" from the street level at Laikmaa Street to create a sheltered public green square and outdoor café area.
Anchored by LHV Bank, the Energy Class A building includes 2,000 m² of solar panels, Estonia's largest indoor bicycle park (218 spaces), a two story glass atrium, and a heated indoor winter garden.
