The Arter Quarter in Tallinn is a landmark €160 million mixed-use business district developed by Kapitel and built by Merko Ehitus. Designed by architect Martin Aunin, the complex consists of three towers, the 28-story Tower A, the 15-story Tower B, and the 9-story Tower C.
The project followed a phased opening: Tower C (Bob W aparthotel) opened in July 2024, followed by the central atrium and Tower B in November 2024, with the entire quarter and the 111 meter flagship tower (the headquarters of Swedbank Estonia) reaching full completion in September 2025.
The zero energy complex is the first in Estonia to receive a BREEAM Excellent rating for new construction, utilizing 305 geothermal energy piles to cover 30% of heating and 70% of cooling needs.
It houses approximately 44,500 m² of rental space serviced by 11 highspeed lifts, featuring 3 meter high ceilings and raised floors for tenant flexibility. Beyond offices for major firms like TGS Baltic, Walless, and Bureau Veritas, the quarter includes a Spaces coworking hub, a sports club with a swimming pool and spa, a 500 m² rooftop terrace on the 15th floor, and high-end dining such as VÕIVÕI and Aroma.
The site also integrates into the urban fabric via the new Veski Street and a public park situated over the historic Härjapea riverbed.
