Around 700, more than a millenia after the settlement of the site, the people of Tiwanaku suddenly devoted all their resources to the construction of the Akapana, going as far as dismantling older monuments for stone. It is not known how high the pyramid was intended to be, for it was never completed, its construction ceasing with the abandonment of the city and the collapse of the civilization some 200 years later.
