• The building was designed in 1969 for order of the government institution "Seguro Social de Salud".
• The construction began in February 1971, but the building just started to rise in 1980, and stopped completely in 1990.
• In 2019, an initiative to complete the building was announcement, the project was called "Torre Bicentenario", but that never happen.
