The architectural design competition received submissions from 87 architectural firms and teams from Estonia and abroad. From these submissions, eight bidders were chosen as finalists by the competition's jury. The winning entry, named "Lumière," was a collaboration between French architect Marcelo Joulia of Naço and Estonian architects Eek & Mutso Arhitektid. The building, which will be constructed, will include various spaces such as living areas, commercial spaces, a café, a restaurant, an art gallery, and a wellness center. Additionally, a panoramic viewing platform will be a central feature of the building, providing views of the city. The winning design adheres to the height limit of 130 meters set by the region's high-rise building plan, with a height of 125 m.
