I think it's just evolved organically / sporadically, without a dedicated person leading the effort consistently. It's pretty disorganized. There's the
HARRISBURG-LANCASTER-LEBANON-YORK | South Central, PA | Regional Development Thread, and also the PHILADELPHIA-CAMDEN-WILMINGTON-ATLANTIC CITY-READING | Metro Development Thread.

And then there's this thread, which is kind of a catch-all. It can be confusing to new members, especially because the opening post of this thread highlights cities that are covered in other threads. Allentown, Lehigh Valley's largest city, has been discussed in all three threads.
