Walked by this site today (corner of 36th and Sansom, site of the planned addition for Penn's new Perelman Center for Political Science and Economics). Doesn't look like the current construction fencing and activity is related--at least directly--to this planned new addition. They were digging for and installing several large diameter pipes that were sitting on the site, that appeared to me to be related to stormwater management. Of course, they could have been
removing these, but that's not what it looked like to me (they looked new and not as if they had been sitting underground for a while). I didn't have enough time to look very closely or ask any questions, but I really don't think they're beginning construction of the new addition which, as I've pointed out before, isn't supposed to be started until late 2015 and completed in early 2018.
And unfortunately, they also weren't demolishing the Franklin Building Annex (which, on closer examination in person, doesn't appear to be required for the construction of the new addition).
