As many as 13 foreign firms are in the race to conduct a pre-feasibility study of the 869 km long Chennai-Thiruvananthapuram high speed rail corridor. Japan Railway Technical Service, Korea Rail Network Authority, TUC Rail and five consortiums from Spain are among the 13 bidders for the Chennai-Bangalore-Coimbatore- Thiruvananthapuram high speed rail corridor. “One of these global consortiums would be awarded the contract for conducting the study as the evaluation process is currently underway,” Railway Ministry sources said, adding that the decision would be taken by next month. Railways’ proposal to set up high speed rail authority to run trains at 300 km per hour speed on certain selected routes has generated a lot of interest among global players. A delegation from Shinkansen, Japan’s high speed railway system, is meeting Railway Minister Dinesh Trivedi next week. Chennai-Thiruvananthapuram route is one of the six corridors that have been selected by Railways for conducting pre-feasibility studies for running the high speed train. Till now Railways have undertaken pre-feasibility study for three routes.

Saudi Airlines Cargo is all set to launch bi-weekly freighter operations from the Thiruvananthapuram International Airport to Europe, Africa, America and West Asia. The operations will kickstart on November 16.
“Introduction of freighter from the state capital is a significant highlight in increasing our presence in India. The Indian freighter network, besides covering Mumbai, Chennai and Thiruvananthapuram also plans to operate from New Delhi by the first quarter of 2012,” Saudi Airlines Cargo director (Indian subcontinent), Jonathan Collins said.
The types of the aircraft being pressed into service are B747F/MD11F with a carrying capacity of 75 tonnes. The days of operation will be Wednesdays and Saturdays.
Saudi Airlines Cargo operates 12 freighters and utilizes the belly-capacity on 125 passenger aircraft of the Saudi Arabian Airlines that operates flights to 225 destinations across the world.

The Navy is eyeing a dedicated wharf for its vessels at the proposed Vizhinjam International Container Transshipment Terminal (ICTT).
“The Southern Naval Command (SNC) had advised the Naval HQ that the Navy should be given a dedicated berth of approximately 150 m at the proposed ICTT, taking into account its strategic importance,” Navy sources said. The proposed naval wharf can also be shared by Coast Guard ships, according to the Navy.
In addition to a wharf, the Navy is eyeing contiguous land for setting up a small office, fuel bunkers and allied facilities. The Navy also prefers to have a representative on future port administration bodies such as a Vizhinjam Port Trust. “
From Navy’s point of view, the Vizhinjam Port would be strategically located due to its proximity to busy international shipping lanes. Security of sea routes have assumed greater importance in recent years owing to fears of piracy as well as sea-based terrorism attempts. Besides, China’s increasing interest in the Indian Ocean region, especially Sri Lanka, where it has developed the Hambantota Port and is helping expand the Colombo Port, is of concern to India. On Monday, the Defence Ministry had given security clearance to two bidders for the approximately Rs 6,600 crore Vizhinjam ICTT project. “The Defence Ministry letter to the State Government in this regard does not mention any conditions for the nod,” Ports Minister K Babu said.
Earlier, the Defence Ministry had set a condition that naval ships should be allotted berth space while waving through a consortium led by Lanco Group for the same project. But Kerala was forced to go in for fresh global tenders after Lanco withdrew from the project.
Recently, the Coast Guard had raised the same demand at a civil-military liaison conference. The Ports Department had said at the time that it was not averse to the proposal, provided the MoD funded the construction of additional quay required.

India’s first DBOT (design, build, operate and transfer) model outdoor stadium is coming up at Karyavattom in Thiruvananthapuram. It is being constructed to facilitate the 35th National Games to be held in Kerala.
The new greenfield stadium is coming up on 34 acres of land on Kerala University’s Kariavattom campus. Mumbai-based IL&FS Transportation Networks Limited won the bid for constructing the stadium at a cost of Rs 141 crore. The construction will begin in next December. The developer will design the stadium, build, operate and transfer it to the state government after completing the lease period of 15 years.
“This will be the first DBOT-model stadium in the country,” said an official in the coordinating committee. “The new method of operating the stadium will help avoid the possible hue and cry over the lack of maintenance after the Games. The operator will have to ensure the stadium is maintained well even when it is used for non-sporting events. The developer should also give back 10% of the gross revenue to the state government collected from Games and other non-sporting events conducted in the stadium. It should also give back 30% of sponsorship (inside stadium) revenue to the government annually,” he said.
The delay in construction and over expenditure could be curbed by resorting to the DBOT model, he added.
The operator would construct the stadium without financial aid from the government in the initial years. The authorities will release money in installments to the developer from third year onwards. A total of Rs 400 crore will be released by the end of the leasing period.
“The new stadium, which will have a seating capacity of 50,000, will come up after 24 months. The playing arena in the stadium will be constructed in line with FIFA regulations and ICC norms. It will have facilities to accommodate indoor sport facilities like basketball, volleyball, table tennis and handball. Olympic-size swimming pool with aquatic centre too will be constructed,” the official said

Athirup’s bicycle club (abc), which already has around 900 users in the city, will soon get new fans - techies.
Technopark is launching a new initiative to promote bicycles for intra-campus travel. Techies can make use of the facility by the end of this month.
The programme, conceived by Athirup and the community website www.technoparktoday.com, got the support from Technopark-based Allianz Cornhill, which sponsored over 50 bicycles (men and women in the ratio 4 :1). Technopark will provide parking space for the bicycles at four locations. All the users will be required to register for use at a token price. Athirup, the brain behind the initiative, said: “When the cycle club was introduced in the city, I got at least 60 SMSes requesting the setting up of a rack at Technopark. As a first phase, racks having 10 cycle spaces each will be placed near major buildings. In the second phase, I am planning to introduce cycle racks at the gate and near the bus stop. Only then can the users fully utilise the service.” Technopark CEO Mervin Alexander said: “With this initiative, we will take one more step to make our campus greener and decongest the park. This will encourage techies to use public transport to reach the gate and then use the bicycles to reach the buildings they want.”

After a short break, the construction giant Heera came back with a township project in the new residential hub, Aakkulam in Trivandrum city. As the township is still waiting for its approval from the govt, render is not yet released but the land clearing works and site preparation already started. Hope the construction will start soon.

Southern Railway will run the following Special AC Train between Chennai and Thriuvananthapuram to clear the extra rush of passengers during the summer months of April, May & June 2013.
The Train No.06011 Chennai Central – Kochuveli Superfast AC Special will leave Chennai Central at 21.00 hrs. on Fridays from 12.4.2013 to 14.6.2013 and arrive Kochuveli at 12.35 hrs. the next day. The train will stop at Arakkonam, Katpadi, Jolarpettai, Salem, Erode, Tiruppur, Coimbatore, Palakkad, Thrisur, Aluva, Ernakulam Town, Kottayam, Tiruvalla, Chengannur, Mavelikara, Kayankulam and Kollam.
In return, Train No.06012 Kochuveli – Chennai Central Superfast AC Special will leave Kochuveli at 20.05 hrs. on Saturdays from 13.4.2013 to 15.6.2013 and arrive Chennai Central at 12.35 hrs. the next day. The train will stop at Thiruvananthapuram Central, Nagercoil Town, Valliyur, Tirunelveli, Vanchi Maniyachchi, Kovilpatti, Satur, Virudhunagar, Madurai, Dindigul, Karur, Erode, Salem, Jolarpettai, Katpadi, Arakkonam and Perambur.
The composition of the trains will be 1 First AC, 3 AC 2-tier and 8 AC 3-tier coaches and advance bookings will start from 10.03.2013.

An abrupt change in strategy by the State Government threatens to set the Vizhinjam project back by years if not scuttled for good. It’s urgent that the misconceptions being created around this move be discussed and prompt action be taken to ensure that the project stays its course to fruition.
Right at the beginning let me say that this article is not about the imaginary sea turtles that that resort lobby tried to use as one of many reasons in their attempt to erect an environmental hurdle before the Vizhinjam project. Nor were any turtles or other wildlife hurt during the writing of this post. It’s about the U-turn that the State Government has taken in recent days about the State’s supposed “dream” project and how this move threatens to make the $2 Billion project go belly-up. Hence the allusion to the turtle.
