THIRUVANANTHAPURAM: The Airports Authority of India (AAI) has written to the State government informing its readiness to commission the Rs.245.58-crore terminal complex of the Thiruvananthapuram International Airport by December-end.
The Chief Secretary will convene a meeting of those concerned on Thursday evening to decide on the date of commissioning the world class terminal complex.
Highly placed sources said the move was to commission the complex by Prime Minister Manmohan Singh during his visit to the capital in January first week to inaugurate the Indian Science Congress.
The AAI informed the government that the work on the 19-metre tall three-storey terminal building, on the Chakka side facing the Parvathy Puthanar, was almost over and that the finishing works would be completed by December 25.
In the letter, the AAI pointed out that the surfacing work of the car park in front of the new complex would be completed by next week.
Aerobridge work
The aerobridge equipment procured from Indonesia had arrived at the airport and the work to install it had commenced.
The Central Electrical Authority was yet to give nod for the power supply. The AAI pointed that the other pending works were the sewerage connection and the connectivity from the NH47 bypass to the airport.
Onus on government
“The ball is now in the State government’s court as these works are being executed by it,” a top AAI official said.
Road connectivity
It is more or less confirmed that the Rs.21.73-crore approach road from the bypass will not be completed by the year end.
The 170-metre-long and 30-metre-wide road being laid by the State government undertaking Kitco is to facilitate six-lane traffic to the complex.
A Kitco official said round-the-clock work was on to complete three lanes for vehicles to enter from the Eenchakkal side and ensure connectivity to the complex for the inaugural function.
“It will take another month to commence flight operations from the new terminal,” the AAI official said.
The counters and the offices allocated for 15 airlines and to the Customs and the Immigration need to be furnished by the respective agencies before the operations commence from the terminal.
In the first phase, the AAI executed works costing Rs.165 crore, including the Rs.115-crore building, apron and a car park on the Parvathy Puthanar side that can accommodate 575 cars.
In the second phase, works costing Rs.80.58 crore were undertaken. An additional 8,000 sq m floor area was added to the complex with the extension of the building by 27 metres on the Karali side and 40.5 m on the Chakka side.

THIRUVANANTHAPURAM: Wok on the court complex on the District Court premises at Vanchiyoor has entered the final stages. The inauguration is scheduled for January.
Though a date for the opening ceremony is yet to be finalised, District Judge K. Ramakrishnan, who heads a committee that monitors the work carried out by the Kerala State Construction Corporation, has asked the corporation to complete work by the first week of January. Painting, plumbing and electrical works are going on now.
The three-storied 5,600 sq m building complex, constructed at an estimated cost of Rs.4 crore, will house 12 courts, including those that are now functioning in rented buildings in various parts of the city like the Family Court at Sreekaryam, Vigilance Court at Pattoor and Co-operative Tribunal at Sreekanteswaram.
First CBI court
The complex will also include a CBI court, a first in the city. Some of the other courts proposed to be shifted to the new building are the court of the Chief Judicial Magistrate, Judicial First Class Magistrate Court, Additional Chief Judicial Magistrate Court and Motor Accident Claims Tribunal.
The building, located in front of the Fast Track Court building, will also have provisions for library, record and exhibit rooms, car parking and a waiting area for litigants.
Unsafe building
Setting up of an additional court complex has been one of the long-pending demands of the Trivandrum Bar Association. According to it, some of the existing courts are congested and ill-equipped to accommodate the increasing number of litigants. A 90-year-old building, which houses the mark-list court, was even certified unsafe by the Public Works Department eight years ago.
5,000 cases daily
It is estimated that on an average, nearly 5,000 cases come up before the courts at Vanchiyoor every day. An almost equal number of litigants and others who are related to the cases also frequent the court premises.

Allotment process to be completed by March 2010; formulae already approved
The building being set up by Technopark as part of its third phase expansion will be complete by the first quarter of 2011, Technopark CEO Mervin Alexander has said.
Talking to the media on the sidelines of a function here on Tuesday, Mr. Alexander said the building would have a built-up space of one million sq ft.
He said that out of the 92 acres needed for the third phase expansion, 69 acres had already been allotted. “In this phase, we will be soon allotting 25 acres, of which 50 per cent will be given to IT companies and the rest to infrastructure developers,” Mr. Alexander said.
He said that applications inviting requests for allotment of land would be issued in the second week of January. The allotment process would be completed by March 2010. The board of directors of Technopark had already approved the formulae for allotment, the CEO said.
The allotment would be on the basis of the size of the company, he said, saying bigger companies would be preferred. Since the available land was limited, companies with higher turnover were likely to get the land.
“The companies would be allotted land subjected to certain conditions. They are expected to complete the construction within a particular time limit, failing which they would attract penalties. They cannot just take the land and remain idle,” Mr. Alexander said.
Technopark was now developing Technopark Kollam besides launching technolodges. Infopark was developing IT parks at Cherthala, Ambalapuzha, and Koratty, whereas the soon to be launched Cyber Park would develop the IT park in Kannur.
“The last Cabinet had decided the rate and land would be soon taken over for the Cyber Park. Hopefully, by 2011 the operations of the Cyber Park would begin. In the case of Technopark Kollam we are expecting it to start operations by the end of 2010,” Mr. Alexander said.
Technolodges
He said the government proposed to set up 100 technolodges across the State. Technolodges provide cost effective IT infrastructure in rural areas by utilising the unused or under-utilised buildings owned by local bodies. “The IT Department takes over such buildings and gives it a facelift complete with infrastructure.”
Two such technolodges had so far started functioning at Kadakkal and Perinadu in Kollam district. Proposals from Thrissur and Kottayam districts were being evaluated.
Space was being allotted in technolodges at almost one third of what was being charged at premier IT parks like Technopark. Depending on the space, technolodge would be creating upwards of 150 job opportunities, Mr. Alexander said.
The first phase of Technopark had been completed on 140 acres. It comprises 160 companies employing about 22,000 people. In the phase II campus on about 86 acres, space had been given to two companies - 50 acres to Infosys and 36 acres to UST Global.

Work on artificial reef begins at Kovalam

KOVALAM: Overcoming hurdles and opposition from a section of fisherfolk, work has begun on the country’s first multi-purpose reef off the Kovalam coast.
New Zealand-based Amalgamate Solutions and Research (ASR), which is executing the Rs.7.8-crore project for Kerala Tourism, on Saturday anchored the geomat to the seabed.
The artificial reef, 110-metre-long and 38-metre-wide, will come up 150 metres from the Lighthouse Beach and 110 metres from the Lighthouse. The reef is in ‘V’ shape and the apex will face the sea.
The process
The reef will be constructed using sand-filled geotextile mega containers (geobags). Geomats, imported from Germany, have been anchored to the seabed to prevent differential sinking of the geobags and sand erosion, a project official told The Hindu.
The filling of the scour bags with sand also began on Saturday. Most of the scour bags are 38-metre-long and have an average height of 1 to 2 metres and a width of 1.5 to 4.5 metres. For the time-being, scour bags are being anchored to the seabed using concrete blocks.
Empty geobags will be attached to geomats. The geobags will be inflated with water first and later sand in slurry form will be filled through four inlets. The geobags will weigh 200-300 tonnes each when filled with sand. The filling of two bags was completed on Saturday.
Two-hundred cubic metres of sand can be filled in a day. The three-inch thick geobags, made from non-woven staple fibre and needle-punched geotextile, were imported from Australia.
Eco-friendly
The geobags are puncture resistant and will promote marine ecology. The reef will be placed below half-a-metre of the low tide level and one metre below the high tide level. Around 4,000 cubic metres of sand will be needed to fill the geobags.
The ASR has set up the project on the premises of the Department of Harbour Engineering at Vizhinjam. Around 10 experts from the ASR have arrived here to supervise the work. The project is expected to be commissioned in the first quarter of 2010. The work was stalled following delay in obtaining sanction for the revised estimate of the project, being taken up under the Centre’s tsunami rehabilitation programme.

THIRUVANANTHAPURAM: After hosting the 97th Indian Science Congress, Thiruvananthapuram is set to host global space meet.
The Indian Space Research Organisation (ISRO) is hosting the next annual conference of the Inter-Agency Space Debris Co-ordination Committee (IADC) in Thiruvananthapuram from March 9 to 12. This is the first time that the IADC, a forum of spacefaring nations for handling the threat posed by man-made objects in space, is meeting in India.
ISRO is one of eleven member agencies, which include NASA and Russia’s Federal Space Agency, in the IADC. One of the important issues that will be discussed in Thiruvananthapuram is a proposal for “active removal of debris from space,’’ said Dr V. Adimurthi of Vikram Sarabhai Space Centre (VSSC) who chairs the IADC this year.

Kerala based Mobile - Web - Electronics Convergence Company - Rain Concert opened their new facility in Technopark. The new facility at the Thejaswini building in Technopark was inaugurated by Mr. Nasser Abdulrahman Al-Hussein, Chairman, Arts of Technology for Communications and IT Establishment, Saudi Arabia.
The company, which has adopted a phased expansion plan to increase resource strength in research and development (R&D) domains of mobile, web and electronics and engineering, will take its employee strength to 500 in the next three years. Rain Concert currently employs 120 technology professionals.
This apart, the company’s initiatives in the mobile application decision has resulted in the development of high end mobile applications and tools that are used in mobile sites, home security devices with mobile phones, home automation devices, personalized alert systems, m-commerce apps and office applications.
Rain concert has also been involved in the outsourcing arena with its division christened Aarthika Technologies. The outsourcing division is into development of solutions such as high end web applications, rich internet applications, e-governance, social networking apps, web-based CRM and ERP solutions.

‘Leela Infopark’ - Tallest building in technopark is ready for launch
The new IT space in kerala - ‘Leela Infopark’ at Technopark is ready for launch with 6.15 lakh square ft. structure in traditional Kerala architecture. With G+15 floors, is the tallest building in Technopark now.
The state of the art leela building has got cafeteria on the ground floor, a multi-cuisine canteen spread over 15,000+ sq.ft on the 11th floor and a fully equipped gym on the 15th floor. A multi level car park over 1 lakh sq.feet is also there near by the main building.
Work on the futuristic-looking headquarters of Kerala's largest conglomerate, the Muthoot Pappachan Group, has kicked off at the site opposite the Police Headquarters on the Vellayambalam - Vazhuthacaud road.

TECHNOPARK PHASE 2 : UST GLOBAL GETS CO-DEVELOPER STATUS
UST Global Information Technology Parks, being set up by the Technopark based UST Global, one of the leading providers of end-to-end services and solutions provider, has received the co-developer status for setting up the company’s own campus as part of the second phase expansion of Technopark.
The Board of approval of the Ministry of Commerce accorded the sanction on December 15. Government of Kerala had earlier handed over 36 acres of land adjacent to Technopark to the UST Global for developing a state of the art campus. The land given to the company already enjoys the SEZ status. UST would develop the first building with 7,78,257 sq. ft. of built-up area as first phase in in 6.12 acres of land. The remaining 29.88 acres of land with US Technology International P Ltd will be developed as second phase, said M Vasudevan, Sr.Manager (Business Development), Technopark.

Technopark phase 3: Land booking starts on January 18
Thiruvananthapuram : As par of the development of Technopark phase III, the park authorities have decided to set apart 22 acres of land for the development of private parks by IT and ITeS companies. Booking for the land will begin on January 18. A total of 92 acres has been earmarked for the phase III development of the park.
For the first time, Technopark is giving an opportunity to the IT and ITeS companies to book land in advance. Companies interested to own land for setting up their facility centre can register their names with the park from January 18 to February 17. Interested companies will have to make an advance payment for the land and should specify their current turn over and the number of job opportunities they would generate by setting up facility centres in the said land. A total of 92 acres has been earmarked for the phase III development of the park. Of this 70 acres of land will be developed by Technopark in association with Kerala State IT Infrastructure Ltd.
According to sources, the companies interested to book the land will have to pay Rs 1 lakh per acre. The park authorities will screen the requests and select the companies that are most eligible for the proposed land. The piece of land earmarked for the third phase is situated between the places where the first and second phase development of the park has taken place.
As per the conditions, the companies that get the land should commence the work on infrastructure development in a six month time. They will have to complete the facility centers in a maximum period of three years.
The Phase III is being developed as a Special Economic Zone. Technopark will provide all the utilities and support services, including power, water supply and connecting roads. The expansion work is expected to be completed in 2012. It would create 4 million sft space and around 40,000 jobs. On completion of the third phase, the Thiruvananthapuram Technopark will be among the leading technology hubs in the world with a built-up space of 10 million sft and a 100,000 workforce.

The New Bus Terminal Complex - CM to lay foundation stone on Feb 2, 2010
Chief Minister V.S. Achuthanandan will lay the foundation stone for the new bus terminal complex at Thampanoor, which will be constructed at a cost of Rs 56 crore, on February 2.
